Witness I did not meet or communicate directly with Mr Matlala during his stay at the property, only via Captain Zungu and Brigadier Mokoena later.

“During my stay, I did not meet or talk to Mr Matlala...I have had no direct communication with Mr Matlala until I met him with Captain Zungu and Brigadier Mokoena”

The DPCI TO MS mandate has been dismantled under General Mbotho and Brigadier Mokoena, limiting members' tactical equipment access and overtime compensation, resulting in resignations or transfers.

“I have been informed by members that, as threatened by General Mbotho, TO MS's mandate has been completely dismantled...members forced to surrender tactical equipment such as rifles...not allowed for immediate response...members who work overtime are not compensated...dedicated members have either resigned or took transfers out of TO MS”

Witness I accepted a transfer in 2023 to Tactical Operations Management Section (TOMS) under Brigadier Smith and later Brigadier Mokoena, with both reporting to Lieutenant General Mboto.

“In 2023, I accepted a transfer to Tactical Operations Management Section, TOMS, under the command of Brigadier Smith then, but now under command of Brigadier Mokoena, both Brigadiers reporting to Lieutenant General Mboto”

Brigadier Mokoena tried to extort Mr Vusi Matlala using Witness I and Captain Zungu, refusing Witness I's request to meet the source relating to a high-profile John Wick scene.

“After the John Wick scene, Brigadier Mokoena claimed the scene was a hit. He asked me and Captain Zungu to call Cata and we met at Corbin Golf Shooting Range. Brigadier Mokoena said he heard a source or a complainant from General Lebeya's office which had evidence to the fact that the John Wick scene was a hit and Brigadier Mokoena wanted to consult Mr Matlala to see how he can fix this. By fixing it meant that Mr Matlala paid something so Brigadier Mokoena can give to the source in order to keep the source quiet.”

Brigadier Mokoena refused Witness I's request to meet the source involved in the John Wick scene and claimed the case was top secret between him, National Head General Lebeya and the source; Witness I and Captain Zungu were being used in an extortion attempt against Mr Matlala.

“At the meeting, I asked Brigadier Mokoena if we could have a meeting with the source and get more details and facts. Brigadier Mokoena refused the request. He said I cannot consult with the source as it is a high-profile matter of top secret dealt with between him, National Head General Lebeya and source. I noted that this is a non-existent as by then Brigadier Mokoena did not have top secret clearance and observed me and Zungu are just being used in an attempt to extort money from Mr Matlala.”

Brigadier Mokoena is alleged to collect protection fees every month from Ms Mpopowe, suspected for himself and General Mbotho.

“There were rumours and allegations made on the streets that Brigadier Mokoena is collecting protection fee from Ms Mpopowe every month suspected to be for him and General Mbotho”

The allegations of corrupt activities involving Ms Mpopowe, Brigadier Mokoena, and General Mbotho were never investigated or followed up by TOMS or DPCI North West.

“All allegations above were never investigated further by any member from TOMS and do not know if DPCI North West also investigated the allegations”

The Tactical Operations Management Section (TOMS) reports directly to the Divisional Commissioner and is headed by Brigadier Mokoena; it is not technically a component of the DPCI.

“We also have the Tactical Operations Management Section, known as TOMS, which is not technically a component. They report directly to the Divisional Commissioner, and they are headed by Brigadier Mokoena”

Witness A states on 6 December 2024 a manhunt for Lucky Molefe began and that on 7 December Colonel Mokoena called to ask why Molefe's arrest had not been reported to him, despite instructions not to report details of the murder case to anyone else.

“I left Pretoria Central Police Station to assist the team who were on an active manhunt to find Lucky Molefe... On 7 December 2024... I received a call from Colonel Mokoena who asked why I had not reported the arrest of Molefe ... because Brigadier Gopane instructed shortly after Tau, Kekana and Mabusela's first appearance on 19 April 2024 not to report to anyone other than her regarding the murder case.”

Witness A says reports about developments in the murder case (since April 2024) including Tau's bail and re-arrest, were not made to Colonel Mokoena and Mokoena only changed stance after receiving a call from General Sibiya enquiring about Lucky Molefe's detention and family notification.

“Since April 2024, we had not reported to Colonel Mokoena regarding the murder case... When I reminded Colonel Mokoena... he then changed his stance and said he was only enquiring because he had received a call from General Sibiya who wanted to know why Molefe was not being detained at the police station close to his residence and why Molefe's family had not been informed”

LT-Genshibiri said Colonel Mokoena told him they were busy but would come back soon when he enquired about Lucky Molefe's detention as the family had complained to the DNC.

“Colonel Mokoena ... said he will come back to me sooner, they are busy ... I received a call that the family complained to the DNC that they do not know where he is detained”

Col. Mokoena and Brigadier Gopane promptly explained to the family and lawyer the whereabouts of the arrested person and said there was nothing wrong.

“Colonel Mokoena and Brigadier Gopane were promptly explained that the family was explained where the person was and the lawyer was explained where the person was and there was nothing wrong”

Lt-Gen Shibiri stated that any inquiries about the matter should be referred to General Khumalo, Colonel Mokoena, or Brigadier Gopane.

“any person who want to enquire further about this matter, it must be enquired to General Khumalo, ... also indicated Colonel Mokoena and Brigadier Gopane”
