IDAC worked through the usual channels to request dockets via the Divisional Commissioner of Detectives and not directly to Lieutenant General Jacobs.

Lt-Gen Shibiri denies he holds his current position because of General Sibiya but admits he serves on Sibiya's and the Divisional Commissioner's behest.

National SAPS structures and command chains are governed by national instructions such as 12/2017, including organized crime components under Divisional Commissioner.
