Deputy Chief Dhlamini gave Sergeant Nkosi the names of two companies, Ngaphesheya and Elshaddai, and a list of seven other companies purportedly linked to the EFF that might get the tender, but denied leaking any confidential or sensitive information from the City, stating the information came from Mr Mathobela and was merely confirming preference for the two companies.

I was literally confirming that the two companies would be preferred. It was a choice of words from Mr Mathobela to refer these companies as vehicles, which I adopted in relaying the message to Sergeant Nkosi.

Some tenders (including the land tender) were awarded to companies linked to Sergeant Nkosi's brother, which were apparently influenced by Deputy Commissioner Dhlamini advising on compliance fixes.

We know from Sergeant Nkosi's evidence that Ngaphesheya belongs to his brother, according to him. It is a company that belongs to his brother. We also know from that evidence that Commissioner Dhlamini, Deputy Commissioner Dhlamini, seems to have been involved in advising about the Ngaphesheya tender where it did not comply, advising this is how you fix it, we need this and that to be fixed.

It seems to me that with some of the things that happened during the entire process, the people involved in the processes just go along with whatever is, whatever agenda is being pushed. Let us take the example of Ngaphesheya, which Mr Sikakhane drew our attention to... That there was a changes somewhere in between. That is not even a red flag. It actually tells you that something improper has happened somewhere between submission and adjudication.
