There is concern that processes involving the Ngaphesheya bid were improperly influenced or corrupted between submission and adjudication.

“It seems to me that with some of the things that happened during the entire process, the people involved in the processes just go along with whatever is, whatever agenda is being pushed. Let us take the example of Ngaphesheya, which Mr Sikakhane drew our attention to... That there was a changes somewhere in between. That is not even a red flag. It actually tells you that something improper has happened somewhere between submission and adjudication.”
