Deputy Chief Dhlamini denies knowledge that Kamokelo Hlatshwayo is the son of his late brother Peter and that Kamokelo is the only director of Elshadai Security Services.
“I do not know...I do not know...Much as I am saying I do not know. He has never told me.”
Deputy Chief Dhlamini related information about two vehicles used for land from Ngaphesheya Security Services and Elshadai Security Services.
“The two vehicles for land are Ngaphesheya Security Services and Elshadai Security Services”
Sergeant Nkosi communicated via WhatsApp with the CFO, Ngaphesheya Security Services, and Elshadai Security Services about preferred bidders involving Nico, Ngaphesheya, and Elshadai.
“Sergeant Nkosi WhatsApp’s back to the CFO, Ngaphesheya Security Services and Elshadai Security Services ... I understand that you are asking who Nico helped. I have already told you it is Ngaphesheya and Elshadai.”
Sergeant Nkosi and the CFO exchanged messages indicating resolution of the issue involving Ngaphesheya and Elshadai by 9 AM on 18 March.
“...after Ngaphesheya and Elshadai, at the foot of 152, at the top of 153, the CFO writes back, thanks my bro, and Sergeant Nkosi sends him a thank you emoji... All of this is still happening before 9 o'clock in the morning on the 18th of March.”
Sergeant Nkosi had asked Deputy Chief Dhlamini who else Nico helped apart from Ngaphesheya and Elshadai but Dhlamini needed to speak to Nico before answering.
“Sergeant Nkosi actually had asked you, who else apart from Ngaphesheya and Elshadai did Nico help? And you had to told him I need to speak to Nico before I can answer that... But I will check with him.”
The CFO showed the Deputy Chief a WhatsApp screenshot of communication with Sergeant Nkosi listing vehicles to be given to Mfowethu in order of priority, confirming the list as final between them.
“Captain, find below our vehicles for land to be given to Mfowethu in order of priority, Elshadai Security Services. Response from the CFO is: This is ours, Mfowethu. This is the final list, right? And Sergeant Nkosi responds: Yes, it is ours, the final list.”
Sergeant Nkosi provided names of bidders for the TMPD 1-24/25 tender including eight security companies.
“Sergeant Nkosi providing you with the names of bidders, including Elshadai Security Services, Two Cops in Security, Tau Tau Security, Vision Acuity Security, Shumile Security and Vmtsire Security and Protection Services”
Sergeant Nkosi sent messages on 11 March 2025 naming two security companies for the TMPD tender and sought to check compliance on behalf of CIC.
“In this message he sends me a notice saying: “Two vehicles for land, Ngaphesheya and Elshadai." ... He then refers to a message where he is talking about the red berets and please check with Mfowethu, put the same from CIC.”
Mr. Mnisi acknowledged that the two companies Ngaphesheya Security Services and Elshadai Security Services were part of the panel that won the tender, and that there were about 57 bidders with 7 successful bidders in total.
“The two vehicles for land are Ngaphesheya and Elshadai... They were part of the panel that won the tender, yes, Chair... There might have been between, I think, 57... About seven.”
Deputy Chief Dlamini sent messages via Sergeant Nkosi mentioning the two vehicles for land are Ngaphesheya and Elshadai Security Services, allegedly to check compliance.
“You receive a message which you understand to have originated or to have been sent to Sergeant Nkosi by Deputy Chief Dlamini that says the two vehicles for land are Ngaphesheya and Elshadai ... They wanted me to assist in checking compliance which I could not do”
Mr Mnisi understood that Sergeant Nkosi was asked to check compliance on two vehicles belonging to Ngaphesheya Security Services and Elshadai Security Services.
“Two vehicles which we need to check compliance on are Ngaphesheya and Elshadai .”
On March 2025, Sergeant Nkosi sent Mr Mnisi the names of two bidders, Elshadai and Ngaphesheya, all messages coming through General Dlamini to check for compliance.
“On March 2025, Sergeant Nkosi sent you the names of two of those bidders, Elshadai and Ngaphesheya ... Those two vehicle messages for land on Ngaphesheya Security Services, Elshadai Security Services, that one came from General Dlamini through Sergeant Nkosi ... with the request to check for compliance”
Deputy Chief Dhlamini denies having any interest or relationship with multiple named companies or their shareholders/directors, including Gubis 85 Solution, Ngaphesheya Construction and Project, Triotic Protection Services, Two Cop Security Services, Vimtsiri Security and Protection Services, and Elshadai Security Services.
“I do not have any interest or relationship, whether directly or indirectly ... with any of their shareholders or directors.”
A service level agreement was concluded between the City and Elshadai Security Services in relation to the land invasion tender.
“at 499 is a service level agreement that was concluded between the City and Elshadai Security Services ... that was in relation to this land invasion tender that was pursuant to that .”
General Dlamini sent messages on 9 March about two vehicles for land: Ngaphesheya Securities and Elshadai Security Services.
“The two vehicles for land are on Ngaphesheya Securities and two Elshadai Security Services .”
Elshadai Security Services and Ngaphesheya were two bidders for the tender; Ngaphesheya is Sergeant Nkosi's brother's company.
“The sixth name on that list is Elshadai Security Services. ... Is it not true that Elshadai and Ngaphesheya were the two bidders you, Mr Mnisi, and the Deputy Head of the TMPD, Mr Dlamini ... decided were going to win this tender? ... Ngaphesheya, his brother's company, Sergeant Nkosi's brother's company.”
Sergeant Nkosi denied that he, Mr Mnisi, and General Dlamini arranged for Ngaphesheya and Elshadai to be the winning bidders.
“No, that is not true.”
Sergeant Nkosi had communications with Mr Mnisi and General Dlamini regarding Ngaphesheya but not Elshadai.
“Did you have any communications with Mr Mnisi and undercover General Dlamini in relation to Ngaphesheya and Elshadai? ... Not Elshadai, but Ngaphesheya, ja.”
Sergeant Nkosi sent a chat message to Mr Mnisi referring to two vehicles for land being Ngaphesheya Security Services and Elshadai Security Services and sending blessings and love.
“A message from you to Mr Mnisi: 'Afternoon my brother... The two vehicles for land are Ngaphesheya Security Services, Elshadai Security Services. Have a blessed Sunday and lots of love.'”
The two companies initially given by General Dlamini for the tender were Ngaphesheya Security Services and Elshadai Security Services, which Sergeant Nkosi stated in a message to the CFO on 18 March.
“Ngaphesheya Security Services and Elshadai Security Services .”
Sergeant Nkosi denies agreeing that only the two companies named should get the tender, including his brother's company and Elshadai Security Services.
“I deny that.”
