Mr Revo Spies

There are additional documents including a 22-page supplementary statement discussing statements of Revo Spies and Sean Bolhuis, transcripts, and a copy of the CDR for Tshwane contract analysis.

“there is also the other paginated document, again, which was submitted late. It is 22 pages. It talks about the statements of Revo Spies. It talks about the statement of Sean Bolhuis... There is also a copy of the CDR ... Tshwane contract analysis”

Revo Spies sent emails on 25 June 2025 regarding budget and fund transfer for watchman services amounting to R91 million, copied to Winnie Mahlangu and others.

“first one being from Revo Spies on Wednesday, the 25th of June 2025, at 14:07 to my PA, to myself, and he copied other colleagues, Mr Mahlangu”

Director Malatji was not involved in the executive meetings regarding payment of invoices, and there appears to be an attempt by others to blame him for payments made to ad hoc service providers, although evidence shows he was not responsible for allocation or deployment of these services.

“I was not involved to participate... it looks like... everybody wants to pass the buck... to Director Malatji... through this process until today... people have created a narrative that Director Malatji is responsible for whatever amount of money that has been paid to these ad hoc service providers... but they knew before time... explanation and records show Director Malatji was not responsible or did not instruct allocation of those sites... deployment of those service providers... but they chose to come and testified the way they have testified...”

Director Malatji confirmed providing a list of departments and services as a response to Commissioner Revo Spies in June 2025, indicating which departments requested services like Gubis 8 Solutions.

“in response to Revo Spies, I did provide a response, and my response was very short. But we even attached to my response a list to say, for example, Gubis 8 Solutions, the department that requested services was the Department of Water and Sanitation... I went further to say, for Klipgata ad hoc services, the department is Wastewater Treatment Plant. I believe it is also part of the Department of Water and Sanitation.”

Director Malatji stated that he could not cancel ad hoc services as the directive to cancel was given by Revo Spies and he was not delegated the powers to intervene or cancel non-compliant services.

“This explanation goes back to the issue of the instruction that was given to me by Revo Spies, cancel all ad hoc services... since this directive does not delegate me with powers, duties, and responsibility to intervene and address the issue of non-compliance by departments, there is no way I would have cancelled something that was not ordered or instructed by me.”

Director Malatji admitted that the deployments were done improperly and that he could not cancel them because it was not within his remit but rather was instructed by Revo Spies to cancel all ad hoc services indiscriminately.

“You say you could not cancel because the deployments were improper... I said it, Commissioner... he wanted to throw me under the bus... instruction was cancel all ad hoc services... I could not have cancelled because it was not instructed by me to deploy...”

Director Malatji maintained he did not have the power to cancel any ad hoc services himself, despite admitting some were done improperly, because the instruction to cancel all was from Revo Spies and not within his individual authority.

“No, in this respect I did not have the power to cancel... instruction was cancel all... I knew it was not all of them... I could not have cancelled because it was not instructed by me to deploy...”

All deployment letters appointed Gubis security permanently without termination dates, entitling Gubis to receive R14 million indefinitely unless terminated by Revo Spies in June 2025.

“All your deployment letters, in effect, appointed Gubis on a permanent basis and if Revo Space had not terminated this in June, they would have been entitled to this R14 million forever”

On 26 June and 5 September 2025, Deputy Chief Revo Spies came to BAC requesting extension applications on TMPD tender TMPD022016-2017, which were not standard extension applications but Regulation 6 Supply Chain Management requests and outright deviations to appoint the same bidders.

“there are two instances where the Deputy Chief Revo Spies comes to BAC on the 26th of June 2025 and the 5th of September 2025, requesting for an extension application on the TMPD tender under scrutiny being TMPD022016-2017. ... This does not come as an extension application anymore. It comes as a Regulation 6 Supply Chain Management request. It is an outright deviation to appoint the same bidders.”

Commissioner Mkhwanazi says he submitted annexures as proof that the process for police promotions started by Chief Mapiyeye was not started by him, and explained that sometimes he acted in both roles of Chief of Police and HOD without appointment letters due to rotations.

“I submitted annexures to prove that the acting letters ... it was not true to say that ... Commissioner Revo Spies, he gave a testimony that I acted on my own, and sometimes I will act on both positions ... without any appointment letters ... and you cannot act on both position ... then it was for me to prove that, and to prove that the process was not started by me. It was started by the Chief of Police. Then when he was suspended, I had to continue ... I do not have those copies, but the process started three years before this process ...”

The skills development programme for the Metropolitan Police Department (EMPD) was intentionally ignored by the training division under Commissioner Isaac Mapiyeye, Revo Spies, and the then Director Ndumiso Gcwabe, despite a mandate to train and retrain law enforcement skills.

“training division under Commissioner Isaac Mapiyeye, Revo Spies, and the then Director Ndumiso Gcwabe intentionally ignored the implementation of a Law Enforcement Skills Programme for Metropolitan Police Departments”

There was a perception that a black female officer promoted recently did not have required qualifications, but this was denied and said to be false.

“They claimed, and Commissioner Revo Spies claimed that the lady is the only one who did not have the required—it was not a required candidate requirement per se. But she is the only one who did not have that qualification. All of them, they did have it. I am saying it is false, it is not true.”

Commissioner Revo Spies failed to ensure skills development and proper capacitation within the department.

“That was a challenge that we did not do. And it was headed by Commissioner Revo Spies... And he failed us dismally on that.”

Commissioner Mkhwanazi denies the allegation by Commissioner Revo Spies that he commanded the Community Liaison Unit (CLU) since 2014/2015, stating he only commanded a public order policing unit focusing strictly on crowd management at that time.

“Commissioner Revo Spies raised the issue that I commanded CLUs since 2014/015, of which I am saying I am denying that that is not true. At that time, I was just the commander of a public order policing unit concentrating strictly on crowd management”

Mr Revo Spies issued an instruction to officials in Director Malatji's office not to provide him any information that might assist in preparing his testimony for the Commission.

“Mr Revo Spies issued an instruction to some of the officials that are in my office not to give me any piece of information that I might need in order to prepare myself for today's testimony.”

The instruction from Mr Revo Spies created an environment of fear within the department, making it very difficult for Director Malatji to prepare his testimony effectively.

“The instructions so issued have created an environment of fear within the department... It really made my testimony very difficult if not rendering it ineffective.”

Director Malatji admits a mistake was made regarding the actual advert related to Mr Revo Spies' appointment and will rectify it in a supplementary statement.

“I agree with the Commissioner. I think a mistake here was made with regard to the actual advert that caught upon Mr Spies, Revo Spies’ appointment ... I will rectify it.”

Revo Spies introduced himself as Director Malatji's supervisor in March 2025 and lectured about his experience including arresting and dismissing corrupt police officials and closing a police station in Soweto associated with corrupt officers.

“Mr Revo Spies then introduced himself to me and my work team as my supervisor on the 5th of March 2025 ... including arresting and dismissing corrupt police officials, he made mention of his involvement in the closing of one of the police stations in Soweto back then ...”

Due to a complaint by Revo Spies regarding alleged misconduct, Director Malatji was suspended in July 2025 pending a disciplinary hearing, with Revo Spies as the main witness and their working relationship described as poor.

“Due to a complaint by Mr Spies regarding the alleged misconduct, I was then suspended in July 2025 pending outcome of disciplinary hearing ... Mr Spies is the main witness on the same reported allegations ... Our working relationship is therefore not good ...”

Director Malatji suspects Revo Spies was appointed through a corrupt and irregular recruitment process and notes an anonymous complaint to the Public Protector's office questioning Spies' qualifications and employment approval.

“I am suspicious that Mr Spies was appointed through a corrupt and irregular recruitment process ... an anonymous complaint ... at the Public Protector's office ... His qualifications were questioned. His employment position was advertised despite not being approved on TMPD employment structure ...”

Revo Spies was appointed Deputy Chief of Police, Asset Protection and Security Services on 1 March 2025, but the TMPD structure at that time accommodated only the position of Divisional Head, Asset Protection Services, which is almost a civilian position.

“Mr Revo Spies was appointed on the 1st of March 2025, to the position of Deputy Chief, Asset Protection and Security Services. At that point, the structure ... was having the position of Divisional Head, Asset Protection Services ... The difference is Divisional Head is almost a civilian position ...”

The structure approved on 4 June 2025 was only little accommodating of Commissioner Revo Spies' position, implying the structure before June 2025 allowed all occupants to hold the position of Divisional Head, Asset Protection Services.

“The structure approved on the 4th of June 2025 was so little accommodating Commissioner Revo Spies because ... before this new one, everyone would be occupying the position as per the structure being the Divisional Head, Asset Protection Services.”

Director Malatji is suspicious that Commissioner Spies was appointed through a corrupt and irregular recruitment process, but does not definitively say that corruption occurred.

“I am saying I am suspicious that Mr Spies was appointed through a corrupt, irregular recruitment process. I am suspicious. So I am not definitely saying somebody is corrupt.”

The problem with the TMPD structure arose from June 2025 when the structure changed and got approved to accommodate Commissioner Spies, while before that the position was Divisional Head, Asset Protection Services.

“The problem was ... when I looked at the appointment requirements ... these appointment requirements are earmarking specific individual ... The structure of the TMPD before June was the Divisional Head, Asset Protection Services. Now, he got appointed whilst the structure was talking to Divisional Head ... It was only in June that the structure was changed and got approved.”

Director Malatji described his working relationship with Commissioner Revo Spies since Spies' appointment as Deputy Chief of Police Asset and Protection Services on 1 March 2025; Spies' employment functions are materially the same as Malatji's.

“My working relationship with Commissioner Revo Spies since his arrival at the TMPD. Mr Revo Spies was appointed as Deputy Chief of Police, Asset and Protection Services on the 1st of March 2025. ... There is no material difference from my employment functions and his employment responsibilities.”

Commissioner Revo Spies retired from the Ekurhuleni Metropolitan Police Department and is now deployed by the Tshwane Metropolitan Police Department since 2 March 2025.

“He comes under a completely separate stream, which is what we refer to as the Tshwane Metropolitan Police Department. He has since retired... and now deployed by the TMPD ... and he started this out on the 2nd of March 2025.”

Commissioner Revo Spies was appointed Deputy Chief of Police for Asset Protection and Security Services in Tshwane Metropolitan Police from 1 March 2025, responsible for physical and technical security and managing both in-house and contracted security personnel.

“I have been appointed in the City of Tshwane Metro Police from the 1st of March as the Deputy Chief of Police for Asset Protection and Security Services... I am accountable for the physical security and technical systems, the operational support around the technical systems and the physical security, and then physical guard services... We operate a hybrid system, meaning that we have in-house security... there are 1270 of those guards. And then there is a contracted portion, which is to 22 service providers, which I will deal with later.”

Commissioner Revo Spies was a section-56 contract employee at Ekurhuleni for five years but took early retirement; upon appointment to Tshwane, he became a permanent employee under a performance contract without a fixed term.

“At Ekurhuleni, I was appointed as a section-56 contract employee for a period of five years, which I took early retirement... When I was appointed in the City of Tshwane, I was appointed as a permanent employee till I reached the compulsory retirement age of 65 years... I am now a permanent employee with a performance contract, but not with an employment fixed term contract.”

A termination letter from Mr. Revo Spies to Gubis was forwarded by Sergeant Nkosi to the General following concerns that Gubis was operating without approval and non-compliance, leading to the order to terminate services.

“The General confirmed that, indeed, he is the one who instructed – who is this one? Spies because this company was working without any approval process or something. But I remember along those lines, he informed me that, that he recognised this company and he alleged that he is the one who informed that this company is not compliant, so they must terminate.”
