Metro Police Department

Repeated email requests from Mr Herman Segolela and the Department of Water and Sanitation for urgent deployment of security due to ongoing vandalism at the Klapperkop Reservoir were communicated to Director Malatji.

“Good day. We have responded and forwarded all the information needed by Metro Police Department. We are still waiting for them to confirm deployment ... Today I just received the bad report that the Klapperkop water pump station has been badly vandalised during the festives ... Kindly urgently confirm when you may be able to deploy ...”

The Metro Police Department shows wrongdoing in recruitment processes, characterized by arrogance or collusion between the department and a key accounts specialist, and Deputy Chief Dhlamini emphasizes this is a repeated issue.

Nadia Silas disregarded the proper procedure by not liaising with the Director MAS on recruitment matters in the Metro Police Department and prefers only working with white managers, undermining the African and black Director MAS.

“Nadia Silas undertook it differently and she cannot even provide proper advice on the right procedure or at least the role of the department director for MAS to whoever is giving the so - called instruction... the Key Account Specialist is only comfortable only in working with white managers and continue to undermine the existence of director MAS, probably because he is African and black in particular.”

There is a problematic working relationship and work politics within the Metro Police Department involving Nadia Silas, the Director MAS, and a Key Account Specialist who refuses to work collaboratively, exacerbated by racial tensions and inclinations.

“In that meeting, it was resolved that the Key Account Specialist must liaise with the Director MAS in whatever HR-related matters within the department. But you can take from the email that came back on the 8th of May that there was no any effort of the two trying to work together... There is a click that works within the department of I mean people preferring, Dhlamini it is black, we cannot include him on these matters that relate either to HR or whatever the case might be.”

D C Bolhuis continues to handle arbitrations related to HR grievances due to the internal exclusion of Dhlamini in HR matters, maintaining the status quo within the Metro Police Department.

“The status quo is such that D C Bolhuis will continue doing arbitrations and so forth... much as D C Bolhuis, when he came here, it was clear that he is attending arbitrations and so forth, which are all related, coming from grievances and so forth, which get run by Director Nwandule, who must go to step three.”

There is a cabal within the Metro Police Department that deliberately manages HR matters to exclude Dhlamini and prefer white people, implying racial discrimination in recruitment processes.

“They will change them and put, I mean, white people to say Nadia, you will select white people, you will work with these people only on this matter and ensure that Dhlamini does not get information in this regard. So it is a cabal that it is run in the department and on HR matters...”

On January 6th, information needed for security deployment was forwarded to the Metro Police Department and they were awaited to confirm deployment.

“We have responded and forwarded all the information needed by Metro Police Department . We are still waiting for them to confirm deployment .”

There was a perception that a black female officer promoted recently did not have required qualifications, but this was denied and said to be false.

“They claimed, and Commissioner Revo Spies claimed that the lady is the only one who did not have the required—it was not a required candidate requirement per se. But she is the only one who did not have that qualification. All of them, they did have it. I am saying it is false, it is not true.”

Umashi Samson Dhlamini is Deputy Chief of Police in the City of Tshwane Metropolitan Municipality responsible for the Support and Administration division under the Metro Police Department.

“I, Umashi Samson Dhlamini, do hereby make an oath and say, I am an adult male and Deputy Chief of Police in the City of Tshwane Metropolitan Municipality. I am responsible for the division Support, and Administration under the Metro Police Department.”

Security management functions are not functions of the Metro Police Department by law, but regulated under the Private Security Industrial Regulations Act, requiring registration as a security practitioner.

“The security management function ... are not functions of the Metro Police Department by law ... regulated by the Private Security Industrial Regulations Act ... if a man or woman is not registered as a security practitioner, that person or organization cannot perform ...”

The city has an internal audit function under the Group Audit and Risk Department (GAR) that conducts audits across all departments including Metro Police Department with a small component managing coordination and education on audit issues.

“We have internal audits in the city. It falls under the Group Audit and Risk Department, GAR, and they have the internal auditors. They do internal audits as they see fit in all departments ... in the Metro Police Department, we have a very small component that works closely with the internal auditors, but also looks internally to educate, to coordinate, and to manage possible audit issues”

Deputy Commissioner Dlamini, as Divisional Head of Support and Administrative Systems, is involved in consulting and collaborating with other Deputy Chiefs regarding financial issues within the Metro Police Department's finance section.

“the Deputy Commissioner Dlamini is the Divisional Head of Support and Administrative Systems, and the finance section falls within that... they will elevate the matter to Deputy Police Commissioner Dlamini and he will then consult or collaborate with the other Deputy Chiefs”

Commissioner Bolhuis acted as caretaker for Asset Protection and Security Services (APSS) from 1 July 2024 to 28 February 2025 when the Deputy Chief post was vacant, managing high-level oversight and dealing with APSS relocation from the city manager's office to Metro Police Department.

“I was the caretaker for Asset Protection and Security Services, known as APSS, for the period 1 July 2024 to 28 February 2025, as the divisional head [Deputy Chief] post was vacant. The function was transferred from the office of the city manager back to the team as from 1 July 024. ...As the caretaker of APSS, I did high-level management and oversight over the division. Upon assuming this task, I had to deal with a relocation of the APSS from the office of the city manager to the TMPD.”

Metro Police cannot investigate criminal matters themselves because they lack criminal investigative powers, so such matters must be referred elsewhere.

“It is one of the challenges we have as a Metro Police Department is that when it becomes obvious that it is criminal , it becomes a criminal matter and we do not have criminal investigative powers”
