Metropolitan Police Department

The skills development programme for the Metropolitan Police Department (EMPD) was intentionally ignored by the training division under Commissioner Isaac Mapiyeye, Revo Spies, and the then Director Ndumiso Gcwabe, despite a mandate to train and retrain law enforcement skills.

The mandate of the Traffic Department and Metropolitan Police Department are different, with Traffic Department lacking policing function while EMPD focuses on crime prevention and policing.

“The mandate of Traffic Department and Metro Police is not the same. Traffic Department does not have policing in it. Our mandate is saving crime prevention and policing.”

There was a failure in training within the Metropolitan Police Department; recruits and seniors lack proper government training, including absence of necessary diplomas for some senior staff.

Training for law enforcement skills have not been conducted properly in the Metropolitan Police Department despite national directives, resulting in unskilled candidates appointed to positions such as Director in Logistics.
