Mr Mnisi explains that the established procurement process requires issues of confusion to be escalated properly through Tshwane Metropolitan Police Department (TMPD) and supply chain before reaching his desk.

“The processes must be followed to the T. It needs to be escalated accordingly in the correct fashion. ... If there is an issue of confusion, it must be escalated.”

The Tshwane Metropolitan Police Department (TMPD) issues deployment letters authorizing service providers to guard specified areas, such as wastewater treatment plants.

An allegation is made that WhatsApp communication between Deputy Chief and Sergeant Nkosi led to inferences of corruption and interference in invoice processing within Tshwane Metropolitan Police Department, specifically with CFO involvement.

“It is alleged that your involvement in corruption arises from WhatsApp communication exchange between yourself and Sergeant Nkosi, which created the inference that you interfered and exerted influence over the processing of invoices within the city of Tshwane Metropolitan Police Department. In particular, your messages stating in those transcripts.”

An investigation within the City and Tshwane Metropolitan Police Department is ongoing to determine if tenders were properly awarded, including whether the companies met the requirements for appointment.

“Is there an investigation presently within the City and, or TMPD that is looking at whether these tenders were properly awarded, as in, for example, did Ngaphesheya meet the requirements for appointment?”

Commissioner Faro confirmed that investigation into tenders is ongoing at both City and TMPD levels, including consequence management and supply chain requirements.

“I am sure the City is busy with that investigation as well under the GAR, group audit and risk... We are busy with all the investigations in terms of TMPD... we are also looking at how the, as I said with the CFO, we require that information in terms of the points system, the documents, all of that we are also looking at.”

The TMPD is conducting disciplinary processes and also investigating tenders themselves concerning suspensions of individuals like Phiri.

“So what you are doing in TMPD, you are not just doing the normal disciplinary processes where Phiri has been suspended and he will go through a disciplinary hearing. Are you investigating the tenders themselves? ... Yes, I do, I am busy.”

Commissioner Faro expressed concern about systemic siphoning of money and criminal activities in the TMPD that became apparent over recent weeks and were revealed at this Commission.

“I have come to learn with great shock and dismay on what was apparently taking place in the TMPD. It is not... issues of irregularities, but clear systems of siphoning of money and criminal activities.”

Commissioner Revo Spies retired from the Ekurhuleni Metropolitan Police Department and is now deployed by the Tshwane Metropolitan Police Department since 2 March 2025.

“He comes under a completely separate stream, which is what we refer to as the Tshwane Metropolitan Police Department. He has since retired... and now deployed by the TMPD ... and he started this out on the 2nd of March 2025.”

There is a tender referenced TMPD 02/2016/2017 for contracted security services in Tshwane Metropolitan Police which originated in the 2016/2017 municipal financial year and pertains to physical guarding contracted services deployed through seven regions.

“Part of this division, that contracted services, there is a tender in place with the number TMPD 02/2016/2017... It is a tender... obviously originates from the 2016/27 municipal financial year... and it deals with the physical guarding of the City where it is contracted services... That tender itself, as the number indicates, obviously originates from the 2016/27 municipal financial year.”
