The alleged cocaine theft was seized on 2 June 2021 by Lieutenant-Colonel Gavin Jacob's team and relates to allegations of misconduct by Brigadier Nyuswa regarding storing exhibits at the Port Shepstone DPCI office with inadequate security, resulting in theft and disrepute to SAPS involving dishonesty.

The suspected cocaine was seized on the 2nd June 2021 by Lieutenant-Colonel Gavin Jacob's team. The allegations relate to the Port Shepstone theft. It is alleged that I failed to comply with, or contravened legislation or legal obligations by storing exhibits at the Port Shepstone DPCI offices, which did not have adequate security, resulting in the theft of exhibits and that I acted in a manner which brought the SAPS into disrepute and that there is an element of dishonesty involved in the storing of the exhibits.

Brigadier Nyuswa joined the South African Police Service (SAPS) in 1987, trained at Hammanskraal police training college, and rose through various roles including Provincial Commander for Serious Organized Crime Investigation (SOCI) in KwaZulu-Natal.

I joined the Police (SAPS) in 1987 as a trainee at the police training college in Hammanskraal. In December 1987, I was posted to the special guard unit in Port Edward as a Constable. ... Lieutenant Colonel Duma matriculated in 1991, joined the South African Police in 1992, was appointed as a Constable in 1995, promoted to Sergeant in 1996, Warrant Officer in 2000, Captain in 2009, and appointed as Lieutenant Colonel and Unit Commander of Multi-Dimensional Organised Crime in Durban on 26 March 2012.

I matriculated in 1991, joined the South African Police in 1992, before SAP was amalgamated to the South African Police Service in 1995 and appointed as a Constable. I served in the uniformed branch currently known as Visible Policing at Westville SAP. I studied technical assay in Durban, National Diploma, Policing Management, but did not finalise or complete studies. I was appointed to the rank of a Sergeant in 1996 and in the year 2000, I was appointed to the rank of a Warrant Officer. In 2009, I was appointed to the rank of a Captain. I joined Crime Intelligence in 012 and attached to Security Intelligence in Border Security, which is in Crime Intelligence KwaZulu-Natal, and became an intelligence operative. In 026-03-01, I was appointed as a Lieutenant Colonel and the Unit Commander of Multi-Dimensional Organised Crime, Durban, intelligence collection.

Warrant Officer Phakula texted General Khan on 22 September 2021 informing him he had been dismissed from the SAPS and received a sympathetic response from General Khan.

On the 22nd of September 2021, I texted: 'Good evening, General, I was dismissed from SAPS.' Then he responded: 'Hi Steve, I just got home now... Sorry to hear about your dismissal.'

The unit is comparable to Community Safety Forums in municipalities, working closely with leaders daily but distinct from community police forums (SAPs).

They work with communities very close to us... It is not community forums it is community safety forums to municipalities... We call it CSF, Community Safety Forums... SAPS is CPF, with us it is CSF...

It is the understanding that SAPS regulations permit Police to continue pursuit of suspects beyond their jurisdiction until arrest, even without an agreement.

My understanding, at least, of the law is the regulations, the SAPS regulations permit you, by you I mean the Metropolitan Police Department, to continue with a pursuit that originates in your jurisdiction even if it goes beyond the borders
