Port Shepstone DPCI office

The alleged cocaine theft was seized on 2 June 2021 by Lieutenant-Colonel Gavin Jacob's team and relates to allegations of misconduct by Brigadier Nyuswa regarding storing exhibits at the Port Shepstone DPCI office with inadequate security, resulting in theft and disrepute to SAPS involving dishonesty.

“The suspected cocaine was seized on the 2nd June 2021 by Lieutenant-Colonel Gavin Jacob's team. The allegations relate to the Port Shepstone theft. It is alleged that I failed to comply with, or contravened legislation or legal obligations by storing exhibits at the Port Shepstone DPCI offices, which did not have adequate security, resulting in the theft of exhibits and that I acted in a manner which brought the SAPS into disrepute and that there is an element of dishonesty involved in the storing of the exhibits.”

Brigadier Nyuswa visited Port Shepstone DPCI office on 2 November 2021, met with Lieutenant Colonel Prinsloo and Lieutenant Colonel Mjali, and had a brief meeting about CIT (cash in transit) robberies.

“On the 2nd of November 2021, ... At the DPCI offices, I met with Lieutenant Colonel Prinsloo and Lieutenant Colonel Mjali. ... We had a brief meeting. ... there is a meeting called CIT meeting, cash in transit meeting. We invite stakeholders and talk to them”

There were numerous break-ins at Port Shepstone DPCI office. Despite the receipt of a large quantity of drug exhibits in June 2021, security was not upgraded or enhanced.

“On 22 June 2021, a large quantity of drug exhibits was received to be stored at the office. At the time, there was still no security service. Nothing had changed. Security was neither upgraded nor enhanced.”

The Port Shepstone DPCI office is a specialized service unit under the Directorate of Priority Crime Investigations as contemplated by SAP 13 sub 1.

The Port Shepstone DPCI office can only keep a separate SAP 13 register if approved by the National Head of the DPCI.

Without approval as contemplated in SAP 13 sub 1, Port Shepstone DPCI office cannot retain a SAP 13 register.

MAJ-GEN FLYNN has no knowledge that the Port Shepstone DPCI offices have ever been approved to retain such an SAP 13 register.

Security measures at the Port Shepstone DPCI office were not up to the required standard, allowing prospective burglars to gain access.
