The unit liaises with community leaders to address social needs and challenges such as drugs and domestic violence, serving as ears and eyes before deploying public order or crime prevention units.

The unit is comparable to Community Safety Forums in municipalities, working closely with leaders daily but distinct from community police forums (SAPs).
