The Office of the City Manager has a standard operating procedure for procurement requiring a purchase order to be produced before work is done, but this was not followed in this instance because services were irregularly provided without intervention from the Department of Water.

The Asset Protection Function and Personnel based at the Tshwane Metro Police Department were temporarily moved to the Office of the City Manager effective from 13 March 2021.

The instruction by the Executive Mayor to transfer the Asset Protection Services Unit from Tshwane Metro Police Department to the Office of the City Manager was implemented as directed, including staff reporting and budget management.

The organisational structure of the Asset Protection Services Unit was not amended during its transfer from TMPD to Office of the City Manager, nor will it be affected when transferred back to TMPD.

The report from the Office of the City Manager titled 'Reports on the Transfer of Asset Property Protection Services Unit from the Office of the City Manager to the Tshwane Metro Police Department' stated that the Executive Mayor had issued a letter on 15 April 2021 about the placement of the asset protection function and personnel in the City Manager's Office and that extensive consultation had taken place to ensure the seamless absorption of security guards.

Deputy Commissioner Bolhuis indicates uncertainty whether the relocation of the APSS from city manager's office to TMPD itself constitutes misuse or exploitation of officials.

“Deputy Commissioner, can I just, just to make sure that I understand... are you saying that the movement of APSS from the office of the city manager to TMPD... is that what you are referring to when you say you were used? And had you known better, you would have responded better? Not necessarily, but that could be the case, I do not know.”
