Nava Pillay

Major Phiri provided security operational planning documentation for an event in 2023 showing his coordination and command role concerning asset protection and security services relevant to the IDP and budget community consultation.

“No w, that letter is dated the 5th of May 2023...It says security preparedness for the IDP and budget community consultation...It talks about crowd control, VIP Protection, and special operations...coordination and command by Mr Andrew Phiri being yourself.”

Major Phiri recognized a document which is a memo from Mr TPMalatji and Mr Nava Pillay dated 23 January 2023 regarding the standard operating procedure for acquisition of additional new security services.

“It is a memo from Mr TPMalatji and Mr Nava Pillay... dated 23, January 2023... Standard operating procedure, acquisition of additional new security services.”

Before reporting to Commissioner Bolhuis, Director Malatji reported to Mr Nava Pillay in the Office of the City Manager.

“Before Commissioner Bolhuis, I was reporting to Mr Nava Pillay in the Office of the City Manager.”

Director Malatji had no formal input into a handover report compiled when the asset unit was moved back to TMPD, as he was not invited by his supervisor Mr Nava Pillay.

“I was not invited by my supervisor there ... I do not remember having a meeting in order to compile or make inputs into the handing over”

The Asset Protection Function and Personnel based at the Tshwane Metro Police Department were temporarily moved to the Office of the City Manager effective from 13 March 2021.

“the current Asset Protection Function and Personnel that have been identified who are based at the Tshwane Metro Police Department temporarily are moved to the Office of the City Manager to report under Mr Pillay with effect from 13 March 2021”

Director Malatji and Nava Pillay are responsible for the management of a contract concerning security services, specifically deployment decisions of security officers.

“Director Malatji and Nava Pillay is responsible for the management of this contract and then in the SLA it states specifically his position as director of security services. He is responsible for deployment. He must therefore, if there is a necessity for a deployment, he makes the decision to deploy security officers.”
