Deputy Chief Dhlamini has role in appointments within the Tshwane Metro Police Department but not outside it.

“You have a role in relation to appointments within the TMPD. That is correct. Do you have a role in relation to appointments outside the TMPD? No.”

Positions such as cashier and administrative officer referenced in documents at pages 540 and 542 were within the Tshwane Metro Police Department.

“The first receipt at 540 is for a position of cashier. Is that a position within the TMPD? The position was within the TMPD. The second application at 542, administrative officer, is that also at TMPD? The position was within the TMPD.”

Group Audit and Risk submitted a Proactive Forensic Assurance Review Report into tender TMPD 01-024-25 for the Tshwane Metro Police Department. The report was completed and notified to the Accounting Officer's office on 4 April, allowing audit assurance before awarding TMPD 01-2024.

“Group Audit and Risk make a submission to the Accounting Officer ... It is a Proactive Forensic Assurance Review Report into Tender TMPD 01-024-25 for the Tshwane Metro Police Department ... The completed final Proactive Assurance Review Report form part that will notify your office on the 4th of April, meaning the Accounting Officer's office was given a go-ahead, an indication that the probity will be conducting an auditor assurance exercise before TMPD 01-2024 is awarded.”

Deputy Chief Dhlamini denies influencing or directing the allocation of work by the City of Tshwane or Tshwane Metro Police Department to any service providers, including Gubis 85 Solution.

“I could have not influenced or directed the allocation of work to any service provider ... I deny, the narrative is incorrect.”

Deputy Chief Dhlamini testified he never discussed payment and allocation of work with Sergeant Nkosi or other persons not employed by the City of Tshwane or Tshwane Metro Police Department.

“I have never discussed any payment with Sergeant Nkosi. ... The allocation of work is the responsibility of APSS.”

The Tshwane Metro Police Department (TMPD) did not have capacity to protect its property, assets, and personnel around 2016-2017, nor did the City of Tshwane municipality.

“TMPD did not have capacity to protect its property, assets, and personnel. It was not only TMPD, but the City of Tshwane as a municipality did not have capacity to protect its properties, assets, personnel.”

In 2016, the then Chief of Police Steve Ngobeni instructed Deputy Chief of Police Rex Mahlaulo to prepare tender TMPD2 2016-2017 for advertising.

“During 2016, the then Chief of Police, the late Mr Steve Ngobeni, in- instructed former Deputy Chief of Police Rex Mahlaulo to prepare tender TMPD2, 2016-2017 for advertising.”

The Supply Chain Management advertised tender TMPD 2 2016-2017 in September 2016 together with other tenders.

“The Supply Chain Management subsequently advertised their tender, TMPD 2, 2016-017, in September 2016 together with other tenders.”

Director Malatji reports to the Deputy Chief of Police, currently Commissioner Spies who joined TMPD in March last year.

“I report to the Deputy Chief of Police. Currently, it is Commissioner Spies who just joined TMPD in March last year.”

The Asset Protection Function and Personnel based at the Tshwane Metro Police Department were temporarily moved to the Office of the City Manager effective from 13 March 2021.

“the current Asset Protection Function and Personnel that have been identified who are based at the Tshwane Metro Police Department temporarily are moved to the Office of the City Manager to report under Mr Pillay with effect from 13 March 2021”

From 15 April 2021 up to the time the Asset Protection function was moved back to Tshwane Metro Police Department, not much movement happened towards full absorption of security guards.

The instruction by the Executive Mayor to transfer the Asset Protection Services Unit from Tshwane Metro Police Department to the Office of the City Manager was implemented as directed, including staff reporting and budget management.

“The instruction by the Executive Mayor for the Asset Protection Services Unit to be transferred from Tshwane Metro Police Department to the Office of the City Manager was implemented as directed. The transfer included the movement of staff reporting on the Asset Protection Services Unit and cost centre 923 for the budget and expenditure management of the unit”

The organisational structure of the Asset Protection Services Unit was not amended during its transfer from TMPD to Office of the City Manager, nor will it be affected when transferred back to TMPD.

“The organisational structure of the Asset Protection Services Unit was not amended during the transfer ... Therefore, the transfer ... back from the Office of the City Manager to Tshwane Metro Police Department will not affect the organisational structure of both departments”

The Commissioner Bolhuis was informed about a report intended to facilitate the transition of the Asset Property Protection Service (APPS) from the City Manager's Office to the Tshwane Metro Police Department, which report was provided by Paledi Marota, received nine months late on 10 April 2025.

“The Chief of Police, Yolande Faro, testified that when she received an instruction that there has to be a transition of the APPS from the city manager's office to the TMPD's office, that she tasked you to oversee that process... she testified that she received this report, unfortunately, somehow nine months later, and this report came from a lady called Paledi Marota... The correct date would have been the 10th of April 2025... And lastly, on that score, you would have, at least at that stage, when this report came to your knowledge, you would have ceased acting or at least being a caretaker of the SP... That is correct. I already provided a full handover in writing in the month of March to the newly appointed Deputy Chief Spies.”

The report from the Office of the City Manager titled 'Reports on the Transfer of Asset Property Protection Services Unit from the Office of the City Manager to the Tshwane Metro Police Department' stated that the Executive Mayor had issued a letter on 15 April 2021 about the placement of the asset protection function and personnel in the City Manager's Office and that extensive consultation had taken place to ensure the seamless absorption of security guards.

“The purpose of this report is to transfer the Asset Property Protection Unit function from the Office of the City Manager to the Tshwane Metro Police Department temporarily with immediate effect... The Executive Mayor issued a letter dated 15 April 2021 titled Placement of Asset Protection Function and Personnel in City Manager's Office. The said letter stated the following. The implementation of the processes regarding the absorption of security guards is a critical deliverable for this administration. Extensive consultation and discussions have taken place on this matter to ensure it occurs seamlessly. It is for this reason that I took the decision to have this process placed and administered out of the City Manager's Office through the...”

The Tshwane Metro Police Department sought approval for an upliftment of funds on security and watchman services amounting to R91 million for the 2024-25 financial year to settle invoices for May and June 2025.

“The Tshwane Metro Police Department wishes to seek approval for the upliftment of funds on security services to the amount of R91 million for 2024-025 financial year to settle invoices for”
