Asset Protection Services

Director Malatji oversees a team within Asset Protection Services that monitors private guards and in-house security services protecting council assets and reports regularly on their performance.

“I have got a team within the asset protection services, which team's job is to monitor performance of both private guards and in-house security services... They make sure that security guards are in place, security measures that are put in place on specific sites are working... they report back”

Director Malatji had no formal input into a handover report compiled when the asset unit was moved back to TMPD, as he was not invited by his supervisor Mr Nava Pillay.

“I was not invited by my supervisor there ... I do not remember having a meeting in order to compile or make inputs into the handing over”

Inspector Phiri did not ordinarily have the necessary powers or delegation to allocate sites to any service provider in his role in Asset Protection Services (APS).

“Inspector Phiri was an inspector, Asset Protection Services. In such a position, he does not ordinarily have the necessary powers and/or delegation to allocate sites to any service provider.”

An inspector in APS is an entry-level supervisory position with no management authority over site allocations.

“On that level, Madam Commissioner, and in the attachment where we look at the job description of a generic inspector, it is a low-level supervision position. So I would then assume that he would have exercised supervisory, visionary role over junior personnel. It is not a management position. It is an entry-level, supervisory level.”

The Asset Protection Services structure consists of 4106 approved positions, including 31 officials (permanent employees) and 1287 contracted security officers.

“The Asset Protection Services approved structure consists of 4106. Of this, there are 31 officials - official employees ... On a permanent basis, and a further 1287 contracted security officers”

Most of the positions in the approved structure of 4106 are vacant, explaining the discrepancy with the numbers of officials and contracted security officers.

“The 4106 is still the approved structure but most of those positions are vacant. That is why the mathematical - the mathematics will not make sense”

Between 15 April 2021 and the transfer of the function back to Metro Police, there was no serious attempt or plan to fill the vacancies in the approved structure.

“from 15 April 2021 up to the point where this function was transferred back to the Metro Police that there was no, I cannot say no, I do not know, there was not a serious attempt and project in place, plan in place to fill the vacancies of this approved structure”
