In 2013, Phakula transferred to National Investigation Unit at Head Office Pretoria focusing on high-profile cases determined by top police and political leadership.
“In 2013, I was transferred to the National Investigation Unit at Head Office in Pretoria. My duties included investigation at national level of blue light robberies, airport following robberies, head office enquiry files, and high-profile cases as determined by the Minister of Police, the Deputy Minister of Police, the National Commissioner, the Deputy National Commissioner, and the Divisional Commissioner, and the political leaders.”
Lieutenant-General Shibiri indicated that the group of five had connections to Mr Malema, a prominent political figure, and that the Deputy National Commissioner also had ties to Malema and reported cases to Lieutenant-General Shibiri on his instruction.
“He is close to , they say he is close to Mr Malema. And also, the Deputy National Commissioner is also close to Malema because now and then he reports to him certain cases which he tasked me. So, it was in that context.”
In the Murray murder investigation, a complaint by the family about lack of progress was sent to the office of the Deputy National Commissioner, General Sibiya, who then assigned Lt-Gen Shibiri and the team to investigate with meetings every three weeks.

The Commission suggests there is enough evidence that SAPS senior management has internal divisions or factions and questions if General Sibihiri and Sergeant Nkosi sharing information reflects belonging to a faction aligned with General Khumalo and others.

General Sibihiri describes using internal communication and information reporting protocols involving Deputy National Commissioner and DIVCOM as safeguards when sharing classified information.
