General Lekalakala

In or about September 2025, due to construction and flooding in court buildings, a postponement hearing was held in Magistrate's chambers and accused number 4, Mr Lekalakala, was brought closer to the table during the proceedings in Mr Mahlangu's office.

“ADV SERUNYE”

Advocate Johnson signed and sent a letter dated 30 June 2025 to the National Commissioner stating that Generals Lushaba, Khumalo, Madondo, Lekalakala, Gabela, Ncube, and Brigadier Mokwele were prohibited by court order from entering any Crime Intelligence premises or contacting its personnel.

“On the 30th of June 2025, you penned, signed, and addressed a letter to the National Commissioner informing him that General Lushaba, General Khumalo, General Madondo, it is going to be projected here, General Lekalakala, and General Gabela, as well as Ncube, I apologise, I do not remember her rank, and Brigadier Mokwele. You state in this document... “Kindly note that none of the above named officers are allowed to enter any premises or office which forms part of the Division Crime Intelligence, or have any contact with its personnel as ordered by the Court.””

Certain Generals, mainly three Generals named General Khumalo, Lekalakala, and an unnamed third General, were suspected of misappropriating Crime Intelligence Slush Funds.

Major General Lushaba's Sunnyside case of robbery involving official state firearm, laptop, and cellphone was covered up by instructing officials to ensure no investigation took place.

“A cover-up of Major General Lushaba's Sunnyside case of robbery, whereby official state firearm, laptop and cellphone was stolen, after acquiring the services of a prostitute on 5 August 2022, Lieutenant General Khumalo instructed Major Lekalakala and Brigadier... to ensure that there would be no investigation into the conduct of General Lushaba, as per Villieria case 38/8/22. The prostitute was paid for her silence using money from these secret Service account, new equipment was bought for Major General Lushaba, by again abusing the secret Service account. Evidence to this effect is available.”

Lieutenant General Khumalo neglected protocol and instructed Major Lekalakala and Brigadier Monyane not to conduct investigations against General Lushaba regarding the cover-up.

“It appears that suspect, Lieutenant General Khumalo from SAPS secret Services, neglected protocol and instructed Major General Lekalakala and Brigadier Monyane to not conduct investigations against General Lushaba.”

Khumo, Madondo, Lekalakala, and Gabela unduly favoured Mokwele above experienced Colonels within the immediate environment who met all the requirements during the panel sittings.

Generals Khumalo, Madondo, and Lekalakala were granted bail with the condition prohibiting them from being at any Crime Intelligence premises while their criminal trial is pending.

“Generals Khumalo, Madondo, and Lekalakala have been granted bail with certain conditions ... that they were prohibited from being at any premises of Crime Intelligence within the Republic while their criminal trial is pending”

The affidavit signed by Colonel Padayachee on 24 June 2025 includes a draft chargesheet alleging corruption, defeating or obstructing the administration of justice, and perjury against General Khumalo and others.

“The attached draft chargesheet outlines the acts committed by each of the seven suspects in a very comprehensive way, which includes charges of corruption, defeating or obstructing the administration of justice and perjury.”

The second matter involved an arrest of several senior Crime Intelligence members: Generals Khumalo, Lekalakala, Lushaba, Madondo, Brigadiers Mokwele and Ncube.

“The second matter was General Khumalo, General Lekalakala, General Lushaba, General Madondo, Brigadier Mokwele, and Brigadier Ncube.”

The speaker claims to have been a mentor to General Madondo and had long working relationships with General Lekalakala since the 2000s.

“I was General Madondo's mentor. I had known General Madondo from the 000s . ... General Lekalakala , we have a long working relationship since the 2000s .”

Three Generals, General Kadwa, General Khan, and Mr Mosikili (another General, Lekalakala), intervened at a crime scene where police officers were doing something unauthorized and unlawful.

“if that is the picture, what is it about what these three Generals did, being General Kadwa, General Khan, Mr Mosikili, who was the other General who was there? There were three. There was another general who was, Lekalakala.”

Colonel Sebola named three senior officials present at the crime scene: General Kadwa, General Lekalakala, and himself; expressed doubt about their roles beyond the fact that Kadwa sent him to get statements.

“I am aware that General Kadwa was present on the scene. I am aware that General Lekalakala was on the scene. But one can ask what role were they playing, but except for that of General Kadwa to say I was sent...”

General Khan called General Kadwa to the scene and also contacted General Lekalakala who was present at the scene.

“General Khan calls Kadwa. General Khan is on the scene. He calls Kadwa, General Kadwa rather: "I requested him to come to the scene. I also called General Lekalakala." General Lekalakala was there.”

Lt-Col S E Bola admits he did not know General Lekalakala personally nor saw him at the scene, but was told by others that General Lekalakala was present.

“I did not know him... I did not see him. But somewhere after I was told that also General Lekalakala was there.”

General Khan claims he left the scene after introducing Kadwa and Lekalakala to the Risk Manager of the Scanis warehouse on 9 July 2021 at 12:00 hours.

“Kadwa and the Lekalakala arrived on the scene at 12:00 hours on the 9th of July 021. I explained the situation to them, I introduced them to the Risk Manager of the Scania warehouse. After a few minutes, I left the scene.”

Three Lieutenant Generals at the South African Police Service (SAPS), Major General Kadwa, Major General Lekalakala, and Major General Khan, were present at the incident scene but their roles and instructions were not mentioned, raising questions about potential protection.

“these are Lieutenant Generals at the SAPS. They are Major Generals, all three of them. Major General Kadwa, Major General Lekalakala... if they were presented at the scene while the scene was active and alive and you say nothing about what they did, what their role was, what instructions they gave”

The investigation into the group of five headed by General Lekalakala is ongoing, with other people already arrested, according to Lt-General Shibiri.

“the leader is General Lekalakala and the testimony of General Khumalo is they are still investigating. The investigating is ongoing”

Risk assessment is conducted by crime intelligence and those sources who want to work with crime intelligence have their information shared with specific individuals.

“Crime intelligence was supposed to conduct a risk assessment... I handed over the sources because the sources wanted to work with those people... If they are willing to work with them, then I will.”
