On 20 February 2025, Mr Veli Nwandule, an official delegated by TMPD, requested an extension for TMPD02 services at BAC, which was not granted.
“on the 20th of February 2025, an official who is delegated by TMPD comes to BAC, Mr Veli Nwandule, requests for an extension. This extension, Chair, is not granted.”
On 27 February, Mr Veli Nwandule, supported by Deputy Chief Umashi Dlamini, came to BAC to clarify previously rejected issues regarding the extension application.
“On the 27th of February. Mr Veli Nwandule comes to BAC, supported by the Deputy Chief of Umashi Dlamini, for a request or to clarify on the issues that have previously been rejected on this particular bid.”
Director Malatji denies creating requisitions without invoices and recalls exchanging emails with Veli Nwandule but is uncertain whether he responded to the specific allegation email.
“I do not recall myself creating requisitions without invoices. I do not recall that. ... I remember exchanging emails with Veli Nwandule, but as to this specific issue, I am not sure if this specific email forms part of the exchange that we had.”
There was an accusation from Veli Nwandule accusing Director Malatji's department of creating 13 requisitions to the tune of 8 million without invoices and expecting the blind release of these requisitions.
“"13 requisitions have been created by yourselves to the tune of 8 million without invoices, and yet you expect me to blindly release these requisitions."”
Director Veli Nwandule is the Director for Management Administration Support in the department, responsible overall for finance and the departmental budget under the supervision of Deputy Police Commissioner Dlamini.

Director Veli Nwandule reported sitting with 35 variable requisitions in his SAP inbox without SLA, letter of appointment, or invoices attached as part of Asset Protection contract issues.

Veli Nwandule confirmed receipt of only 22 invoices for August 2024 after a long delay despite patient efforts and highlighted procedural expectations regarding payment release.
“I hereby acknowledge receipt to your original invoices after a long and unnecessarily delay. Thanks to the patient messenger I sent to your offices. I confirm that I only received 22 invoices for the month of August 2024.”
There was a strong exchange of emails between Veli Nwandule and Tsukudu Malatji regarding why there is low or no payment to service providers.

Veli Nwandule is the cost centre owner and responsible to release funds for payment only if all procedures and documents are in place, and he refuses payment if not.
“Director Nwandule that he is refusing to release payments if not all procedure is followed and documents are handed in as per his explanation, which immediately became the system in place to ensure that this is done procedurally correct.”
The email from Umashi Dhlamini dated 12 March 16:04 was sent to multiple high-ranking police officials and outlined concerns about the exponential increase in ad hoc security duties and the risk of depleting funds before the end of the financial year, potentially causing overspending on the General Ledger.
“That is the email that I am referring to from Umashi Dhlamini , and it is dated Wednesday , 12 March , 16:04 . It is sent to me and the Chief of Police , Deputy Commissioner Bolhuis , Brigadier Nkomo , as the acting Deputy Chief of Specialised Services , Deputy Commissioner Nomsa Nhlapho , Mr Veli Nwandule , Jethro Seleka , Priscilla Radiokana , Tshukudu Malatji , Reginald Mahlangu , and Colonel Elvis Madihlaba is cc'd”
