On 27 February, Mr Veli Nwandule, supported by Deputy Chief Umashi Dlamini, came to BAC to clarify previously rejected issues regarding the extension application.
“On the 27th of February. Mr Veli Nwandule comes to BAC, supported by the Deputy Chief of Umashi Dlamini, for a request or to clarify on the issues that have previously been rejected on this particular bid.”
The Commissioner Bolhuis forwarded the WhatsApp message and attached upliftment document to Deputy Commissioner Umashi Dlamini and others for action.
“I forwarded it to Deputy Chief Dlamini, Deputy Police Commissioner Dlamini. I cc'd the Chief of Police, CFO and whoever, relevant people...”
Deputy Commissioner Umashi Dlamini sent an email on 12 March about engaging the requesting department to persuade the CFO to approve or make funds available for ad hoc duties to avoid overburdening the budget.
“And that email would have been sent on 12 March.”
Commissioner Bolhuis forwarded all of the CFO's WhatsApp messages and the annexure to Deputy Commissioner Umashi Dlamini as a package.
“There is this text from the CFO and then you said you forwarded all of that as a package with the annexure to Deputy Commissioner Umashi Dlamini.”
