Captain Van Niekerk

The security application for enhanced security at Port Shepstone was processed but not financed due to lack of funds at DPCI head office, leading to delays with completion.

“when finally Captain van Niekerk got the authorisation to be a procurement officer, last year we did the application and when everything was done, it was finalised, I think it was February and we submitted the application, but it was not financed because the head office of DPCI Finances said there was no money, and that application is going to be redone this year.”

Captain van Niekerk was involved in the procurement process for enhanced security at Port Shepstone before becoming a procurement officer, relying on Colonel Nxumalo of SAPS to check and advise on the application file.

“because at that point Captain van Niekerk was not appointed as a procurement officer, so we relied on the mother board, the SAPS, which was Colonel Nxumalo. So they would poke holes on the file that this and that must be rectified and it would be sent back...”

Brigadier Nyuswa was the main person reporting to General Senona about enhanced security efforts at Port Shepstone, with Captain van Niekerk from Supply Chain Management also involved in reporting.

On 9 July, Chief Mashaba and Magane introduced themselves to Yellow Jersey personnel as Crime Intelligence officers and tried to open a container without documentation, leading to a police callout due to aggressive and suspicious behavior.

“If you look at paragraph 3, they say on the 9th of July, Mr Van Niekerk was at home when Hardus, their Director, gave him a call stating that there are people from Crime Intelligence here asking to open the container. ... they say the reason for calling Booysens Police was because you did not want to identify yourselves, you were aggressive and you were behaving in a suspicious manner.”

Brigadier Nyuswa requested Lt-Col Sibiya to attend the course in place of Captain Van Niekerk because Captain Van Niekerk had a family emergency.

“He then requested me to assist because Captain Van Niekerk, who was supposed to go and attend the course, was on the call-up instruction. He had an unfortunate situation. His mom was ill. Then he said, can I kindly replace Captain Van Niekerk to attend the course? Then I agreed.”

An application for a contract continuation was addressed to Colonel Madhoe and Captain Van Niekerk who handles Supply Chain Management at the Provincial Office.

“It was also sent to Captain Van Niekerk at our Provincial Office . She deals with the SCM.”

Colonel Madhoe was initially involved in a security contract matter, but was replaced by Colonel Majozi who handled the matter with Captain Van Niekerk.

“We dealt with Colonel Madhoe. Then we were told suddenly he is no more there. So that is Colonel Majozi, he was then the one that we dealt with. Colonel, Captain Van Niekerk, she dealt with.”

A security contract approval request was sent on 13 January 2021 to Brigadier Nyuswa and Captain Van Niekerk together with full background details.

“On 13 January 2021, CA Colivier specially wrote an email to Brigadier Nyuswa and Captain Van Niekerk requesting an approval for the security contract. In that mail, she sent out a full background to the addressees.”
