Former Minister Bheki Cele advised Mr Matlala to continue giving money to Brown Mogotsi to lead them to the bottom of the matter.

“the former Minister of Police said to me, you know what? Continue giving this guy money. Maybe if you do that, then, then he will lead us to, because he is saying that he is close with the Minister of Police.”

Mr Matlala paid R50,000 (and flight tickets) on advice of former Minister Bheki Cele to avoid arousing suspicion from Brown Mogotsi and potentially get close to ministers or uncover plans involving General Khumalo and General Khanto in Crime Intelligence.

“It was because of the advice from the former Minister, Bheki Cele. ... To make him not doubt that I no longer trust him. ... Mr Senzo wants to fire General Khumalo and hire General, and replace him with General Khanto that position of Crime Intelligence.”

Commissioner Baloyi requested documents or information pertaining to former Minister Bheki Cele’s siphoning of secret funds.

The appointment of General Khumalo as Head of Crime Intelligence nationally was highly questionable and involved the former Minister of Police, Bheki Cele, while several highly skilled generals within Crime Intelligence were overlooked.

There is an allegation that secret service funds were used to purchase resources for the Political Killings Task Team (PKTT) base in KwaZulu-Natal, benefiting Mr Bheki Cele and others.

Mr Adams suspects that secret service funds were taken unlawfully and given to former Police Minister Bheki Cele.

There is no allegation of wrongdoing by the Minister of Police, Mr Bheki Cele, in the questionable appointment of General Khumalo as Head of Intelligence within the statements examined by the Commission.

Some secret funds are being taken unlawfully from the secret funds account and given to former Police Minister Bheki Cele.

There is suspicion that former Minister Bheki Cele appointed General Khumalo without an interview process and that Khumalo had no prior experience in the relevant role.

Secret Service Account was abused by Lieutenant-General Khumalo and Major-General Lushaba, who failed to pay authentic sources but channeled funds to purchase vehicles for the KwaZulu-Natal Political Task Team, a private service or front for former Police Minister General Bheki Cele.

“It further alleges that the Secret Service Account was abused by Lieutenant-General Khumalo and Major-General Lushaba, who failed to pay authentic sources but channelled funds to purchase items such as vehicles for the KwaZulu-Natal Political Task Team. According to the complainant, this task team is a private service to or front for the former Minister of Police, General Bheki Cele.”

The complainant's allegations regarding General Cele are unsubstantiated and amount to personal opinion with no evidence or leads provided to assist an investigation.

“At this stage, the complainant's allegations regarding General Cele are unsubstantiated and amount to no more than the complainant's personal opinion. No evidence or leads are provided to assist or afford an investigation into the allegations.”

A letter on EFF letterhead was sent by Mr Sayed to the Minister of Police, Mr Bheki Cele, asking about his relationship with Timmy Marimuthu described as a druglord and about Crime Intelligence matters.

“Mr Sayed sends to General Khan a letter to the Minister of Police ... on the EFF letterhead ... addressed to Mr Bheki Cele, Minister of Police ... asks the questions about the Minister's relationship with Mr Timmy Marimuthu, who is described as druglord Timmy Marimuthu and Crime Intelligence matters.”

Mr Mogotsi was aware in March or April 2025 about the need to investigate a SAPS tender awarded to Mr Matlala through a company Medicare 24 with links to former Minister Bheki Cele.

“You found out about the possible need to investigate his tender with SAPS according to your statement in March , April 2024 . ... That is the statement . ... 2025 . ... So you found out about the need to investigate the tender in March , April 2025 .”

The cases involved taxi violence and multiple murders targeting the Msibi family after Mr Jotham Msibi passed on, leading SANACO Executive Committee to meet then Minister of Police General Bheki Cele to discuss investigations.

“after Mr Jotham passed on , there was a stream of taxi violence or taxi murders in Johannesburg , Pretoria Central . So what transpired ? The SANACO Executive Committee , they then decided to go and meet the then Minister of Police , that is General Bheki Cele , to discuss with him about this matter , that they must be investigated”

Mthakathi Mswazi represented the Msibi family in the meeting with the SANACO Executive Committee and Minister Bheki Cele.
