Director Malatji fully explained to Commissioner Bolhuis the process on how ad hoc deployments work and informed him that Gubis Solutions ad hoc services were initiated by another department without complying with the SOP.

“I fully explained to Commissioner Bolhuis the process on how ad hoc deployments work... I further explained to Commissioner Bolhuis that Gubis Solutions, ad hoc services, were initiated by the Department of Water and Sanitation without complying and/or observing the SOP mentioned above.”

Major Phiri describes the purpose of ad hoc deployment of guards as securing premises so that Water and Sanitation Department could safely execute repairs and reinstall infrastructure, with oversight of guards handed to the Department and TMPD monitoring team after deployment.

“The purpose of this ad hoc deployment was to secure the premises adequately so that Water and Sanitation Department could safely execute repairs and reinstall infrastructure . Once the guards were deployed , the monitoring and daily oversight of this personnel were entirely handed over to Water and Sanitation Department . The Tshwane Metro Police Department , TMPD , APSS monitoring team , thus supervised this ad hoc placements .”

On 24 June, a letter from Mr Spiess to Gubis Solutions requested the stoppage of ad hoc security services at sites identified by TMPD as Department of Water properties, stating these services had not been approved in terms of any written process, effective 1 July.

“a letter that Mr Spiess sends to Gubis Solutions... dated 24 June... It says: "Stoppage of ad hoc security services which have not been approved in terms of any written process." It says: "Kindly take note that all the sites mentioned on the attached Annexure A were identified by the TMPD as sites belonging to the Department of Water, on which ad hoc security services are being rendered without any approval base on written process. Therefore, the Tshwane Metro Police Department has taken a decision to stop these services with effect from 1 July."”

Director Malatji stated he did not generate purchase orders for Gubis Solutions February to June 2025 for ad hoc services; purchase orders are generated by finance officials at TMPD headquarters.

“I did not generate purchase orders for Gubis Solutions during February to June 2025 for adhoc services. Purchase orders are created by the responsible finance officials at TMPD head office.”

Director Malatji was not aware initially of multiple allocations to Gubis Solutions but later recognized them as a reliable service provider.

“I am unaware that Gubis Solutions received many allocations for provision of adhoc services, however, I am aware that Gubis Solutions has been one of the reliable service providers.”

The forensic investigation related to a report that cost the City a lot of money is ongoing, with an initial report sent late and no feedback received to date.

“now there must be a complex forensic investigation that cost the city a lot of money...there is already a forensic investigation happening...the Hawks were already investigating Gubis because there was an anonymous informant and reporter who reported...I have not received any feedback on that investigation”

There was an issue where Gubis Solutions invoiced for five or six guards per shift but only deployed one or none, indicating potential irregularities being investigated by the Hawks.

“the company is supposed to deploy five or six guards per shift, but they only deploy one or none and then they will invoice the five or six guards and they will be paid accordingly...the Hawks were then already investigating the specific portion of Gubis 85”
