Colonel Phillips informed Mr. Raphesu that the dockets were not in Villieria but had been collected by the Hawks and locked up in his General's office, and that dockets could only be released possibly on the Monday morning.

“Already, I have informed Chief Perumal that the dockets were collected, they are not in Villieria, by some Colonel Phillips from the Hawks. ... You cannot get the dockets today. You can only get the dockets possibly on Monday because the dockets were locked up in his General's office.”

Deputy Director Dumisani Pompi says Chief Mashaba kept communicating with him as his supervisor regarding his duties and Mashaba called Pompi for a meeting but then Mashaba was arrested by the Hawks related to an undercover drug operation.

“His supervisor, Dumisani Pompi filed a statement at the time and said that, and I will just pick parts of it that make the point, he says : “ Chief Mashaba, in all his work engagements, he keeps communicating with me as his supervisor with regards to his duties . 39; Right ? That is the one thing he says . And then he says that morning he called Mashaba for a meeting and Mashaba said he is busy . And then at about 11 : 26 he heard from Deputy Director that Chief Mashaba has been arrested by the Hawks .”

The Hawks are investigating alleged cases of corruption involving City of Tshwane Municipality officials in the SCM (Supply Chain Management) and finance departments.

“they say the Hawks are investigating alleged case of corruption against the City of Tshwane Municipality officials attached to the SCM department together with finance, together with other finance officials.”

Mr Mnisi shared the document from the Hawks with Sergeant Nkosi and shared all communication with the investigating officers with Sergeant Nkosi as well.

“you have shared this document with Sergeant Nkosi. Correct ... And then all the communication with the investigating officers in this case, you have also shared that with Sergeant Nkosi. Correct?”

Mr Mnisi shared the City of Tshwane's response to the Hawks with Sergeant Nkosi before it was sent to the Hawks.

“And the City of Tshwane's response to the Hawks, you have also shared it with Sergeant Nkosi to review before the response is sent to the Hawks. Correct?”

Mr Mnisi involved Sergeant Nkosi to advise on how to proceed with the fake letter and the irregularities to try trap the involved individuals.

“It was a test of legitimacy. I needed him to give me advice on how I can take this matter up further. I needed to ensure that these individuals are tracked so that the behaviour of this nature does not carry on any further ... He is a member of Hawks. He should be aware of the process on how I can escalate any irregularities of this nature. I was asking for advice on how to escalate the matter further.”

The forensic investigation related to a report that cost the City a lot of money is ongoing, with an initial report sent late and no feedback received to date.

“now there must be a complex forensic investigation that cost the city a lot of money...there is already a forensic investigation happening...the Hawks were already investigating Gubis because there was an anonymous informant and reporter who reported...I have not received any feedback on that investigation”

There was an issue where Gubis Solutions invoiced for five or six guards per shift but only deployed one or none, indicating potential irregularities being investigated by the Hawks.

“the company is supposed to deploy five or six guards per shift, but they only deploy one or none and then they will invoice the five or six guards and they will be paid accordingly...the Hawks were then already investigating the specific portion of Gubis 85”
