President Zuma

Mrs Shongwe was informed by Ms Londiwe that two individuals were present requesting to see the President and specifically asked to meet with her.

“I then had a conversation with Ms Londiwe, who informed me that two individuals were present requesting to see the President and had specifically asked to meet with me.”

Ms Londiwe usually only arranges meetings and is not part of the meetings when people request to see Mrs Shongwe with President Zuma's permission.

“in most cases, she only arranges meetings and she is never part of the meeting.”

People would request to see Mrs Shongwe through President Zuma, meaning she could not refuse because the President had already given permission.

“They would then tell her that we need to see Baba (the father) to give us permission to see Shongwe. Remember with President Zuma, it is a free way. Everybody is welcome. So people usually would go there so that even if I want to say no, I cannot say no because they already asked the President.”

Mrs Hongwemp met President Zuma and Duduzane Zuma the day after the meeting and recounted to them what had transpired, where President Zuma expressed surprise because the meeting's reason was not disclosed to him upfront.

“The following day I met with President Zuma and Mr Duduzane Zuma and recounted to them what had transpired in the meeting as previously explained. President Zuma expressed surprise that this was the reason the meeting had been requested, as this had not been disclosed to him upfront.”

Mrs Hongwemp reported the meeting to her principals, President Zuma as party president and elder, and Duduzane Zuma as a member of the Presidential Task Team (PTT).

“I went to my principals. President Zuma is my President in the party and my elder... And then, Duduzane Zuma is the member of the PTT, which is Presidential Task Team.”

President Zuma and Duduzane Zuma appeared unfamiliar with General Kahn and the two men (Imran and Mr Kajee), and President Zuma gave permission to 'bring it out' or reveal the issue after Mrs Hongwemp explained the matter to them.

“The President does not know General Kahn. He met that guy once... even Duduzane confirmed it... when we spoke about these two guys, he said oh those cigarette guys... meaning those guys, those cigarette guys, oh they came here wanting to see you, so what was wrong with that?... So then told the President I was called for such a thing... This is when the President tells me, no, no, no, do the right thing, you know your job, go do your thing, take this thing out. So I got the blessing... from my seniors.”

General Mkhwanazi uplifted the suspension of General Mdluli on 27 March 2012 and assigned him additional responsibility of protecting the President and Ministers in the VIP Protection unit despite the suspension.

“General Mkhwanazi uplifted the suspension of General Mdluli on the 27th of March 2012 and he returned to work, where he was also handed the additional responsibility of protecting the President and Ministers”

General Mkhwanazi was pressured by President Zuma in early June 2012 to withdraw the new disciplinary proceedings and suspension of General Mdluli.

“At the start of June, General Mkhwanazi met with President Zuma and appears to have been pressurised to withdraw the new disciplinary proceedings against General Mdluli and his suspension”

General Mkhwanazi colluded with illegal interference by the Minister and President in relation to the Freedom Under Law litigation to cover up executive interference in SAPS, which he knew was unlawful.

“General Mkhwanazi's collusion with the illegal interference of the Minister and the President is even more stark... he assisted to cover up the executive interference in the SAPS, which he knew to be unlawful”

General Mkhwanazi covered up the illegal instructions he received from Minister Mthethwa and political interference from Minister Mthethwa and President Zuma, and failed to tell the truth in court until partly coming clean during interviews at the State Capture Commission led by Justice Zondo.

He... only finally came partly clean when he was interviewed by the investigators at the State Capture Commission , led by Justice Zondo .”

General Mkhwanazi kept the date of the meeting with the Police Minister vague despite knowing from March letters and a later June meeting with President Zuma that it occurred between March and June 2012.

“The information that is missing ... is the dates of the meeting in respect of the Police Minister. That meeting date has been kept vague ... But we know that it is March because the letters are the March letters ... and the meeting with President Zuma happens in June. So ... the date is between the two ... That is at least how I read paragraph 48, that the meeting would have happened between those two dates.”

Mr. O'Sullivan states that during the period when President Zuma was in power, the Acting Commissioner would have known that for their affidavit to be truthful, he would have had to state he received an instruction from the Minister of Police to reappoint General Mdluli.

In litigation involving President Zuma's medical certificate, the contest was over the validity of the medical certificate used to excuse him from another Commission, which had to be impugned first before excusing the witness from giving evidence.
