Brother's company

Sergeant Nkosi's brother's company, despite being registered as a vendor within the City of Tshwane's supplier database and allocated a vendor number, seldom received communication from procurement.

“Sergeant Nkosii informed me at some stage whilst we were socialising that his brother's company, he was finding it difficult to navigate within the City of Tshwane’s procurement environment. He indicated to me that despite his brother's company being registered as a vendor within the City's supplier database system and being allocated a vendor number, for some reason he seldom received communication from procurement”

Sergeant Nkosi denies that he knew the communication was about bidders for the TMPD contract in 2024-25, which included his brother's company as a successful bidder.

“That is not true.”

The CSD registration report provided was for another company named Nkabela II Trading and Projects, not the brother's company.

“The CSD registration report... was not for your brother's company. It was for a company called Nkabela II Trading and Projects.”

Sergeant Nkosi denies agreeing that only the two companies named should get the tender, including his brother's company and Elshadai Security Services.

“I deny that.”

According to the CFO and possibly General Dlamini, the brother's company had at least six manifestly non-compliant features, which were pointed out after the March 18 message was sent.

“Your brother's company was nowhere near compliant. It had at least six different manifestly non-compliant features, all of which were pointed out to you by the CFO, I think, or possibly by General Dlamini.”

Sergeant Nkosi denies that the brother's company was non-compliant as claimed by the CFO and General Dlamini.

“That is not true.”
