General Khan said some provinces (Eastern Cape, Limpopo, and Northern Cape) did not submit prices in a transversal tender for SAPS, intending to rectify it later by finding ways to increase prices.

“General Khan at the top of the page says: “Eastern Cape, Limpopo, and Northern Cape prices were not submitted. We should have.” ... “We were too cheap, but we must find a way to upprice later.””

Sergeant Nkosi sent police exhibit photographs of a crime scene in Limpopo involving a suspect arrested with firearms and money to Mr Lekukela, sourced from social media, to share information and discuss crime.

“It was the photograph of a scene of crime that happened in Limpopo, where a suspect were arrested in possession of firearms and this money. I was sending this to Mr Lekukela because it was on social media... we usually talk about this kind of crimes.”

Sergeant Nkosi conducted verification operations in Limpopo and Centurion related to addresses connected to kidnappers and illicit cigarettes, and reported findings to General Shibiri.

“The first operation was in Limpopo. ... I took the photo to General Shibiri ... I went to another address again in Centurion, I took picture, location, send to General Shibiri”

Sergeant Nkosi identified the exact location of Mr Matlala's farm, which is in the Mokopane district before Limpopo province, and will make that information available via his attorney.

“That is correct . It is in one of the files . I will check it now . But I have got it in , not exactly in Limpopo , but before Limpopo is Mokopane . That is correct . That is correct . Definitely .”

Information circulates among members from Limpopo that Lt. Gen. Shibiri is blocking bail and is thus considered a problem by some who distrust people even from their own province.

“I am told by police to say there are police who are saying I am the one who is blocking the bail ... you cannot trust people because even people whom you come with from home or from the same province ... they can turn around and say things about you”

Lieutenant-General Shibiri responded that members of the district informed him that he was the one blocking the bail for a suspect, and that some of those members came from his homeland as well as others from Limpopo.

“I am saying some members of the district informed me that there was a talk about me that I am the one who is blocking the bail and that time already he thanked the people for arranging bail as he requested and so forth. So, and I indicated that those members did not even want to tell me who is the person and the district in Gauteng they are six, not, if I am not mistaken and there are a lot of people coming from my homeland and others not far from where I am staying, working there and there is no where where me I am saying here in the transcript that is a district officer. I am saying somebody working from, people working from the district and then having interest in cases which are not even investigated by them.”

Lieutenant-General Shibiri was informed by Govender in Limpopo that General Khan was suspended or the intention was to suspend him on 19 September.

“I was told by one of his friends, Govender in Limpopo. ... I understand Khan was suspended on Monday. ... The last time I checked, it was an intention to suspend. Let me confirm.”

LT-GEN SHIBIRI states that from 16 September he was supposed to be on leave and left on 18 September for Limpopo because of a ceremony on 20 September.

“I also indicated that from the 16th, I was supposed to be on leave. And I left on the 18th for Limpopo because I was having that ceremony on the 20th.”

Lieutenant-General Shibiri was working with Sergeant Nkosi on an informant project to obtain search warrants for illicit cigarettes in Limpopo.

“there was an informant who came to me, and then I referred the informant to him so that he can follow up information... they were supposed to get search warrants to search for illicit cigarettes somewhere in Limpopo.”

Lt-Gen Shibiri states that the money from the sale of cows in Limpopo was brought by his sister's daughter, not by him, and explains it was not deposited into an account because his sister is not used to handling such money: she is unemployed and stays at home.

“My sister's daughter, she came with the money... because they are not used to such money... My sister. She is not working, staying at home alone.”
