Cedric Nkabinde

The messages were WhatsApp messages forwarded to Mr Adams via Minister Mcunu or Mr Cedric Nkabinde.

Mr Raphesu was accused of leaking information by phoning a person of interest, Mr Cedric Nkabinde, informing him about an ongoing investigation against him and naming the investigator.

“I was being accused of leaking information ... it was indicated that I phoned a person of interest ... I informed him about information that is investigated by IDAC ... and I gave him the name of the investigator who was investigating him”

Mr Raphesu denied leaking information to Mr Nkabinde and stated that it was actually Mr Perumal who phoned Mr Nkabinde and instructed or spoke to him to make allegations.

“I responded to the allegation indicating and denying that I leaked information to Mr Nkabinde... the person who actually phoned Nkabinde, it was Mr Perumal, Chief Perumal ... instructed or maybe spoke to Nkabinde to phone the ID and make those allegations”

Mr Nkabinde allegedly made false allegations against one of the investigators, and no follow-up occurred leading to the finding that the allegations were false.

“... Nkabinde had called her and made false allegations against one of investigators ... when they followed up, there was no response from him, and that matter went nowhere ... they found that the allegations were false”

The further allegations against Mr Raphesu tried to substantiate that he was the person who phoned Mr Nkabinde, but Mr Raphesu maintains it was fabricated.

“They were just trying to substantiate and to put more information that will try to indicate that it was indeed me who phoned... I knew that he would not provide because this thing was just concocted. It was just fabricated to look like it is legit”

Mr Mbal0, appointed as the investigator on this matter, tried to obtain a statement from Mr Nkabinde but failed.

“Mr Mbalo tried in vain to obtain an affidavit from the person who called the ID ... Mr Cedric Nkabinde... they were not even able to obtain a statement from Mr Nkabinde”

Mr Adams showed messages during a meeting purportedly received from Minister Mchunu or Mr Cedric Nkabinde from Lieutenant General Mkhwanazi of the PKTT, which Ramsamy did not read or find interesting and returned the phone.

“I recall that during the meeting Mr Adams showed us messages that he had received from either Minister Mchunu directly or from Mr Cedric Nkabinde. ... These messages were allegedly from Lieutenant General Mkhwanazi from the PKTT. I did not read the messages. If frankly was not interested. And I just handed the phone back to Mr Adams.”

Cedric Nkabinde was dismissed or resigned from IPID and then became Chief of Staff for the Minister of Police.

“It is the same Cedric Nkabinde who was subsequently dismissed or resigned from IPID and subsequently surfaced as the Chief of Staff for the Minister of Police”

General Mkhwanazi promised the speaker a promotion to Lieutenant General and said that Nkabinde and Mahlangu would also be promoted because of their cooperation.

“Mkhwanazi said that I... would be promoted to Lieutenant General... Mkhwanazi indicated that both Nkabinde and Mahlangu would also be promoted into higher ranks”

At the time of the events in question, the speaker was on the ground and knew what was going on concerning Mahlangu and Nkabinde, and that Mkhwanazi was fishing for information about Robert McBride and Paul O'Sullivan.

“I knew that this related to Mandla Mahlangu, by the way, Cedric Nkabinde... he does mention that Mkhwanazi was fishing to see what he could find out about Robert McBride and Paul O'Sullivan”

Cedric Nkabinde left IPID and tried to join the police as a Brigadier, prompting a written warning from General Sitole and potential court application if appointed.

“Cedric Nkabinde left IPID, tried to join the police as a Brigadier, and I wrote to General Sitole at the time, and I said I would bring a court application if he is appointed in the police”

There is a need for further investigation regarding Cedric Nkabinde's conduct, though it is not a definitive smoking gun but possibly a significant lead.

“this is crying out for further, shall we say, investigation. I understand that on its own, it is not a smoking gun, but I do believe there is a smoking gun to be had here”

Cedric Nkabinde was recruited into the Phahlane camp by General Mkhwanazi and provided a sworn statement in a failed High Court case to have charges against General Phahlane dismissed.

“Cedric Nkabinde, he went across to the other side. He left IPID and he went into the Phahlane camp and he was recruited into the Phahlane camp by General Mkhwanazi, and he provided a sworn statement in a High Court case where General Phahlane launched an application to try and have the charges against him thrown out of court, and he failed”

Mandla Mahlangu refused to sign a statement related to Cedric Nkabinde and was subsequently murdered because of it.

“we found out that it was Mandla Mahlangu who had not signed and he refused to sign. Unfortunately, he was murdered because of it”
