Deputy Chief Dlamini states that his relationship with Mr Gareth Mnisi, CFO of the City of Tshwane, is purely professional and does not extend beyond work.
“Mr Mnisi is my colleague who holds the position of the CFO in the City of Tshwane. I do not have any personal relationship or business relationship. The relationship I have with the CFO is a professional relationship and does not extend beyond that point.”
Deputy Chief Dlamini denies having a similar 'brotherly' or closer relationship with Mr Mnisi as he has with Sergeant Nkosi, asserting that the relationship with Mnisi is professional only.
“The question was the relationship I have with the CFO is just a professional relationship. For me to have a brotherly relationship with Sergeant Nkosi, I cannot extend it to the CFO as such.”
WhatsApp communications imply a close beneficial relationship between Sergeant Nkosi and Mr Gareth Mnisi, suggesting a coordinated effort or support.
“You endorse the close relationship that Sergeant Nkosi had with Mr Gareth Mnisi, implying that the relationship will be beneficial for you both. This is implied by WhatsApp communications sent to Sergeant Nkosi where in you state, you should gear yourself to do so forever, my brother. Umfowethu is the best person to be with, person to be with, Ujuda Wethu, who will do great things for us compared to Ubaba Wakho.”
The WhatsApp message from CFO Gareth Mnisi requests assistance with loading the approval for a budget upliftment to enable payment.

Commissioner Bolhuis took a screenshot of the WhatsApp message from CFO Gareth Mnisi and retains it as evidence.
“I took a screenshot from my phone.”
The CFO Gareth Mnisi is the person who releases funds upon approval for budget upliftment requests.
“The CFO, Mr Mnisi, would be the one who actually releases funds, but now he wants you to initiate the process so that he may then release funds.”
The upliftment permission for budget funds was already done, but CFO Gareth Mnisi requested loading of that information for further processing.
“The upliftment permission was already done. So he is requesting me to load that information.”
The Commissioner Bolhuis forwarded the WhatsApp message and attached upliftment document to Deputy Commissioner Umashi Dlamini and others for action.
“I forwarded it to Deputy Chief Dlamini, Deputy Police Commissioner Dlamini. I cc'd the Chief of Police, CFO and whoever, relevant people...”
CFO Gareth Mnisi was waiting for the approved report or memo to be uploaded so that he could release funds.
“He is obviously waiting for that approved report or memo to be uploaded through our finance sections somehow so that he can then release funds.”
Someone in the department must have informed the CFO Gareth Mnisi that the budget upliftment was happening but the process was still holding because of the department.
“Someone is alerting him that it is still lying by us and we are hanging onto the document and not processing it, but I am speculating.”
Commissioner Bolhuis forwarded all of the CFO's WhatsApp messages and the annexure to Deputy Commissioner Umashi Dlamini as a package.
“There is this text from the CFO and then you said you forwarded all of that as a package with the annexure to Deputy Commissioner Umashi Dlamini.”
A request to uplift an amount of 91 million for the 24/25 funds for security services was made to meet financial obligations during the contract extension period, recommended by CFO Gareth Mnisi, Chief of Police Commissioner YRC Faro, and approved by City Manager JMettler.
“...a request was made to uplift an amount of 91 million for the 24/25 funds for security services, specifically to pay for the invoices submitted by the service providers for the period of May to June 2025... The request is recommended by the CFO, Gareth Mnisi, and the Chief of Police, Commissioner YRC Faro, and approved by the City Manager, Mr JMettler.”
The tender extension report was signed off by the Chairperson of the BAC and final approval was granted by the accounting officer identified as Mr Mettler, acting as the City Manager.

Evidence exists (WhatsApp conversations) indicating Gareth Mnisi and Umashi Dhlamini played some role in the extension of certain tenders.
“there has been evidence by the previous witness, Sergeant Nkosi, dealing with WhatsApp conversations between himself, Mr Gareth Mnisi, Mr Umashi Dhlamini, in particular around that specific time of the extension of the contracts and a few days later. So what I want to ask you ... would it be your fair observation ... to say that both Mr Mnisi and Mr Dhlamini played some role in the extension of this tender?”
Gareth Mnisi, as Chairperson of the BAC, recommended and signed off on the tender award, which was subsequently approved by the City Manager.
“The question was, you had said in your statement the approved, but you will see there the signature comes as someone who recommended and signed off. Do you accept that? ... Correct. As I stated, it is that the Chairperson of the BAC recommend and sign off on it. ... That is after the recommendation by Mr Mnisi, the Chairperson of the BAC, the City Manager then also signed off approving.”
The Bid Adjudication Committee chaired by Mr. Gareth Mnisi recommended the cancellation of tender TMPD 03/2024/25, with final approval by the City Manager on 29 October 2025.
“The committee's Chairperson, Mr Gareth Mnisi, also then recommended on the 28th of October 2025, and it was again signed off by the City Manager as the accounting officer on the 29th of October 025.”
Sergeant Nkosi intervened in the conflict between Mr Mnisi and Mr Lekukela at Tshwane because he knew Mr Lekukela personally.
