Lieutenant General Mthombeni

After harassment by General Khan, Chief Mashaba called Provincial Commander General Mawela who chaired a meeting and was advised to talk to General Mthombeni; General Mthombeni said they were busy and advised speaking to Brigadier Shibiri.

“After the harassment of General Khan, I called PC, General Mawela, and PC said to me he is chairing a meeting, I must talk to General Mthombeni. After I spoke to General Mthombeni through PC's phone, General Mthombeni said, hey, we are busy, just talk to Brigadier Shibiri and maybe she will come and assist you guys there.”

General Mawela was the Provincial Commander in 2021 and General Mthombeni was Major General, second in command; after Mawela retired, Mthombeni took over as Provincial Commander.

“2021, General Mawela was the PC. General Mthombeni was the Major General, second in charge of. Ja, of Mawela. After Mawela went on retirement, General Mthombeni took over. He is now the PC.”

Chief Mashaba spoke to General Mawela who gave the phone to General Mthombeni; General Mthombeni told him to talk to Brigadier Shibiri who would come and check the situation but Brigadier Shibiri never arrived on the scene.

“I spoke to General Mawela. General Mawela gave, he said, I am chairing a meeting. He gave the phone to General Mthombeni. General Mthombeni said, what is the problem? I said, we are having a problem here, there is a general here, Khan, he is harassing us. He said, what is the problem? I said, we were following on information of drugs, of a truck carrying drugs. Well, he said to me, okay, let me, we are busy, let me give you Shibiri, talk to Shibiri, on one phone, General Mawela's phone. Then I spoke to Shibiri. Shibiri said, okay, where are you guys? I said, we are in Aeroton. Then they said, General Mthombeni said Shibiri will come there and check what is happening and assist where possible. I did not see him. He did not come.”

Chief Mashaba contacted Gauteng Provincial Commissioner General Mawela for assistance at the crime scene due to difficulties, who in turn arranged Major General Mthombeni to assist.

“The complainant, Mr Mashaba, called Gauteng Provincial Commissioner General Mawela when he was faced with some difficulties at the crime scene and he arranged Major General Mthombeni to assist him.”

General Mthombeni stated he called Chief Mashaba with instructions from General Mawela related to the drug trafficking investigation.

“which you say that he states that indeed he did call Chief Mashaba with the instruction of General Mawela”

Chief Mashaba was introduced to General Mthombeni during a vaccination drive and indicated that police were about to arrest a suspect related to drug information, and that the matter should be dealt with by Directorate of Crime, DPCI (the Hawks).

“During the vaccination drive, I remember speaking to an official attached to the Gauteng Traffic Police, who introduced himself as preferred Chief Mashaba, who indicated that he was following information on drugs and he indicated that the police are about to arrest him ... the matter to be dealt with by the Directorate of Crime, the DPCI, known as the Hawks”

The Provincial Commissioner of Gauteng referred to is Lieutenant General Mthombeni.

“The Provincial Commissioner of Gauteng is none other than Lieutenant General Mthombeni.”

General Richard Shibiri was responsible for inviting police officers to the social gatherings at the White House, and attendees did not know how other police officers were invited.

“All I know is that General Shibiri was the one who was inviting me and General Mthombeni... I have never known how they got invited and by whom.”

The Provincial Commissioner General Mthombeni instructed District Commissioners, including the acting District Commissioner for Sedibeng, to collect all dockets involving J50 warrants of arrest and deliver them to Maj-Gen Mbuso Khumalo for oversight and review.

“A complaint was lodged with the South African Police Service Provincial Commissioner, General Mthombeni. General Mthombeni decided to instruct District Commissioners, including me as acting District Commissioner for Sedibeng, to collect all dockets that had J50 warrants of arrest and to deliver them to the Deputy Provincial Commissioner of detective service, which is Maj-Gen Mbuso Khumalo, for oversight and review.”
