Two groups of narcotics operation members existed headed by Captain Mbele and Lieutenant Colonel Moodley on 22 June 2021.
“There were two groups. One was headed by Captain Mbele, the other one was under Lieutenant, Colonel at that time, the name is Moodley”
Captain Mbele, Lieutenant Colonel Moodley and their groups were on duty the morning of 22 June 2021.
“were the two and/or members under them on duty on the morning of 22 June 2021? Yes, they were.”
Colonel Jacob was not on good terms with both narcotics groups headed by Captain Mbele and Lieutenant Colonel Moodley and therefore did not work with them.
“Colonel Jacob was not in good terms with both groups. Yes, he did not work with them.”
Colonel Jacob often called Warrant Officer Mpangase, whose area was priority violent crime, instead of the narcotics teams because he was not on good terms with the narcotics groups.
“he called you and not them on the morning? I think the reason is that he was not in good terms with them.”
On the morning of 22 June 2021, Colonel Jacob was not in good terms with Lieutenant Colonel Moodley, Captain Mbele, and their groups under their command.
“So you are telling us that Colonel Jacob was not in good terms with Colonel Moodley, not in good terms with Captain Mbele, not in good terms with all the people under them, not in good terms with the people under him, under Jacob himself. He was not in good terms with all those people.”
Colonel Jacob was in charge of the SANE B group split into two subgroups led by Captain Mbele and Lieutenant Colonel Moodley, groups he was not on good terms with.
“Jacob was in charge of SANE B and this particular SANE B was divided into two. One was belonging to Captain Mbele, the other one was Lieutenant Colonel Moodley. Those indeed were the groups he was not in terms with.”
On the morning of 22 June 2021, there were eleven colleagues including Colonel Moodley and Captain Mbele related to the narctotics groups; Colonel Jacob did not have good relations with at least two of them.
“Colonel Jacob did not have good relations with all eleven colleagues...Those that I am certain about, Colonel Moodley, Captain Mbele, those I am certain about.”
Some names were submitted to the Ad Hoc Committee for possible probe, including President Ramaphosa, Padayachee, Moodley, and others; the name of General Khan came from EFF's list of 18 people to be called as witnesses.
“We submitted names like President Ramaphosa, and the other names were Padayachee, Moodley, and the likes... the name General Khan was mentioned, I was busy on the other names mentioned by General Mkhwanazi... the list was submitted... the name General Khan comes from EFF, where they had a list of 18 people.”
Padayachee and Moodley were not held accountable while someone else was arrested and blamed for wrongdoing.
“Somebody is arrested and takes the fall. Nothing happens to Padayachee and Moodley.”
In 2020, Lieutenant Colonel Sibiya and Lieutenant Colonel Moodley were temporarily transferred from Financial Investigation to Organized Crime as a duty arrangement by Provincial Management including General Senona, Brigadier Nyuswa and Colonel Singh.
“In 2020, both Lieutenant Colonel Moodley and I temporarily transferred from Financial Investigation to Organized Crime as part of a duty arrangement done by Provincial Management ... Provincial Management, it was General Senona, Brigadier Nyuswa, and Colonel Singh.”
The speaker experienced difficulties in the Financial Investigation unit, including severe headaches from long hours on the computer and requested help from Colonel Moodley, who advised him to get spectacles.
“When I spent long hours in the computer, I would have severe headache. I made a request to Colonel Moodley, who was still the Commander there. He also advised that I should try and get spectacles, maybe they might assist me, of which I did, but still I could not get assisted because every evening when I spent considerable amount of time in the computer ,”
Lieutenant Colonel Sibiya and Colonel Moodley were temporarily transferred to Organized Crime in 2020, with Moodley going to SANEB section and Sibiya to EPR section.
“In 2020, we were called by Colonel Singh...myself and Colonel Moodley, we are transferred to Organized Crime at number 136, but Colonel Moodley will go to SANEB section, then I will go to EPR.”
Warrant Officer Sander describes a procedure to process a container seizure, involving briefing crime scene experts, notifying commanders and relevant authorities like LCRC and FSL, and waiting for their arrival before processing the scene.
“We would have notified all our necessary seniors. We would have notified LCRC... I believe I would have called FS... we got stuck in and started processing the scene. We waited for LCRC. We waited for members from Metro Street Crime Unit to arrive on the scene. The members from OR arrived on the scene, and they were told to stay and assist us as well.”
