In 2020, Lieutenant Colonel Sibiya and Lieutenant Colonel Moodley were temporarily transferred from Financial Investigation to Organized Crime as a duty arrangement by Provincial Management including General Senona, Brigadier Nyuswa and Colonel Singh.

“In 2020, both Lieutenant Colonel Moodley and I temporarily transferred from Financial Investigation to Organized Crime as part of a duty arrangement done by Provincial Management ... Provincial Management, it was General Senona, Brigadier Nyuswa, and Colonel Singh.”

Lieutenant Colonel Sibiya and Colonel Moodley were temporarily transferred to Organized Crime in 2020, with Moodley going to SANEB section and Sibiya to EPR section.

“In 2020, we were called by Colonel Singh...myself and Colonel Moodley, we are transferred to Organized Crime at number 136, but Colonel Moodley will go to SANEB section, then I will go to EPR.”

A letter from Lieutenant Colonel Singh dated 22 January 2020 was directed to five Heads of various units including the Provincial Head, Directorate for Priority Crime Investigations, KwaZulu-Natal.

Lieutenant Colonel Singh's letter concludes with recommendations to remedy contributing factors leading to a physical security breach, including installation of perimeter beam sensors, infrared sensors, engagement with a contracted armed response company, and upgrading perimeter lighting.

““ It is hereby recommended that the above mentioned office initiate processes in order to remedy the contributing factors that lead to the physical security breach, which is: • Installation of perimeter beam sensors around the ground floor of the office accommodation. • Interior office accommodation infrared sensors. • Engagement with the contracted armed response company to ensure efficient service in terms of timeous visits to the site. • The upgrading and repairs of the perimeter lighting.””

General Flynn confirmed he does not have knowledge of whether recommendations from Lieutenant Colonel Singh's letter were carried out before a theft 18 months later.
