SOCI as an entity comprises three subsections: National Priority Violence Crime (NPVC), South African Narcotic Enforcement Bureau (SANEB), and EPR.
“SOCI is Serious Organised Crime, and Serious Organised Crime is divided into three subsections. The NPVC, National Priority Violence Crime, SANEB, South African Narcotic Enforcement Bureau, and the EPR.”
Placing the member at SANEB, where he originally was, instead of EPR, would have been in compliance with the General's instruction to return to SOCI.
“If Brigadier Nyuswa had placed him at SANEB, where he originally was, instead of EPR, that would still have been in compliance with your instruction that he must return to SOCI.”
Brigadier Nyuswa testifies that SANAB deals with drug-related crimes, EPR (Economic Protected Resources) with human trafficking, and NPVC with serious and violent crime cases.
“There is NPVC which deals with serious and violent crime cases. There is SANAB which deals with drugs and there is also EPR.”
Brigadier Nyuswa states that at the time Warrant Officer Sibiya was with EPR and not SANAB, thus they had no concern about his presence.
“I did not see that as a concern to me because he had to learn because now he is with SANAB anyway.”
Brigadier Nyuswa sent Warrant Officer Sanders to Economic Crime Section (EPR) to do a very sensitive investigation because other investigators were not advancing it, and Sanders has progressed well in that investigation.
“I sent him to EPR, but again, equally so, I asked him to do a very sensitive investigation for me there because other investigators were not taking it anywhere and he is still doing it. And he has progressed a lot on that investigation.”
Warrant Officer Sander challenged the cancellation of his scarce skills allowance and service allowance, which led to his transfer to the Employee Performance Review (EPR) section rather than back to his operational unit SANEB.
“According to him, it was because he challenged the cancellation of his scarce skills allowance... he was ultimately moved, not to SANEB, but to EPR... because he was complaining about his scarce skills allowance and his service allowance”
Despite Warrant Officer Sander's request to be placed back in his usual operational duties at Durban Serious Organized Crime, he was moved to EPR section because of his complaint about allowance cancellation.
“He says ... I should be placed back in my position at Durban Serious Organised Crime to perform my usual operational duties as soon as possible with the immediate reinstatement of my scarce skills allowance and service allowance... he was ultimately moved ... to EPR ... notwithstanding his request to be moved back to his usual operational duties.”
Brigadier Nyuswa confirms having had discussions with Warrant Officer Sander about his allowance and placement issues but disputes that his discussion with General Senona was in March 2025, stating it was around July 2025.
“My discussion with General Senona was not in March... I think it was around this time in July because Sander started working back in EPR on the 1st of August 2025... I did have a conversation with Sander.”
Warrant Officer Sander was moved to EPR as a compromise to prevent losing his scarce skills allowance, not at Brigadier Nyuswa's direct request to General Senona to move him back to the operational unit SANEB.

Lieutenant Colonel Sibiya and Colonel Moodley were temporarily transferred to Organized Crime in 2020, with Moodley going to SANEB section and Sibiya to EPR section.
“In 2020, we were called by Colonel Singh...myself and Colonel Moodley, we are transferred to Organized Crime at number 136, but Colonel Moodley will go to SANEB section, then I will go to EPR.”
Lieutenant Colonel Sibiya's temporary assignment lasted from 2020 until his promotion in September 2021, after which he took up a position at Organized Crime in SANEB section.
“For me, I think it was when I was told up until I was promoted. When I was promoted, then I had to take up my post at Organized Crime, but only at a different section, not EPR, at SANEB section.”
The EPR (Economic Protected Species) section deals among other things with illegal mining.
“there was this other section of EPR, which is for the Economic Protected Species, which specifically deals with among others, illegal mining and other things”
