Advocate Johnson had received information alleging that R50 million was being moved from the Secret Service account, prompting urgent summonses for Major General Lushaba's bank account.

“He said that Advocate Johnson had received information that funds in the amount of 50 million from the Secret Service account was being moved. As stated above, the movement of funds being the reason for urgent summons for bank statements simply did not make sense to me.”

Secret Service funds were allegedly used to purchase resources for the PKTT task team, which was previously led by Divisional Commissioner of Crime Intelligence Lieutenant General Khumalo, who has close ties with former Minister B.H. Cele, and these resources were allegedly procured for the benefit of Mr. B.H. Cele and others.

There are six independent investigations related to the inquiry, including four supplementary affidavits commissioned by Investigator Rapetsu, addressing the forklift issue, high-ranking officials' security clearances and promotions, concern about General Lushaba, and the use of Secret Service funds to purchase resources for the PKTT.

Mr Adams suspects manipulation of procurement processes and appointments within Crime Intelligence and Secret Service offices.

“The second suspicion is reflected at paragraph 4 and on my reading, that speaks to two suspicions. The first being manipulation of procurement processes and processes to appoint and promote certain persons within Crime Intelligence. That is at paragraph 4, the first part of paragraph 4. The second part calls for the need to investigate appointments at various Secret Service offices.”

The bail condition prohibiting Crime Intelligence officers with the Secret Service account from entering the premises was not requested by the Magistrate or the prosecution in open court, but might have been referenced in an affidavit.

“one of the conditions that I requested that the Crime Intelligence officers with the Secret Service account is that they be prohibited from entering those premises ... the main fact of it is that the Magistrate, the prosecutor, did not request for it”

Major General Solly Lazarus, Chief Financial Officer of the Secret Service account of CI, had already been suspended and charged criminally for fraud and corruption.
