There was an internal disciplinary hearing scheduled for Friday the 24th involving Mr Malatji, which required the City to request an indulgence to accommodate Commission activities.

The City, through its representatives, vehemently objected to granting indulgence to accommodate Commission activities when the City later asked for the same indulgence for its internal disciplinary processes.

“when it is our turn to ask for the same favours so that we accommodate this Commission, we do not just get an objection, it is a vehement objection to say, you are not going to see that”

Deputy Chief Dlamini allegedly asked to do something unlawful related to checking procurement compliance.

“But surely Deputy Chief Dlamini knows that you cannot check compliance . He is a senior official of the city . He understand how procurement is supposed to operate . But he is asking you to do something which would be unlawful , is it not ?”

Sergeant Nkosi would not be in a position lawfully to check compliance on two vehicles as he does not work for the city.

“Sergeant Nkosi does not work for the city , so he would not .”

The City is working on a mechanism to resolve the issue of unpaid invoices raised by Gubis 85 Solutions.

Despite escalation of invoice payment issues since 7 February, almost a month later, nothing has been done and the matter remains unresolved.

“Since my escalation of this matter to the relevant colleagues, from the 7th of February, almost a month down the line, nothing has been done. This matter has not been resolved accordingly.”

Triotic Protection Services is an entity appointed by the City under TMPD 2, 2016-2017, currently rendering guarding services to the city.

Absorption of security guards means transferring security personnel from contract services to full city employment.

“the absorption means that these security personnel that is in your service through a contract ... when you do an absorption, you look at bringing those people, those security guards, into the employment of the city. They then become fully-fledged employees”
