Mr Msibi used Mr Nxumalo to rig a tender for him at Ekurhuleni for the Project Management Unit contract for the BRT project.

“we see that Mr Msibi appears to have used Mr Nxumalo, who is someone who we previously have met in connection with Mr Msibi, to rig a tender for him at Ekurhuleni.”

On 23 September 2023 Mr Motsumi sent Ms Mashazi's contact card to Mr Msibi.

“on the 23rd of September, chat number 4, Mr Motsumi sends a contact card to Mr Msibi and that contact card is at page 93. ... It is the contact card for Ms Mashazi, who was then the city manager of the Ekurhuleni”

Mr Matlala's company provided security at a State of the City address in Ekurhuleni.

The 3.3 million payment for the trip to London appears to be an extravagant private benefit that raises concerns of conflict of interest, possible corruption, gratification, and abuse of public office by Ms Mashazi, who was then City Manager in Ekurhuleni.

“the conferral of a benefit to the tune of 3.3 million is extravagant and it raises obvious concerns for us of a conflict of interest and of possible corruption, gratification, and abuse of public office”

It is believed that Ms Mashazi did not declare the trip to the city council or ethics/compliance structure, and failure to disclose such a trip would be a matter of grave concern.

“if this trip was declared by Ms Mashazi, we believe it was not, but if this trip was declared by Ms Mashazi to the city or the council or an ethics or compliance structure within the city, then that record should exist. If it was not declared ... it would be a matter of grave concern”

Mr Julius Mkhwana sent to Mr Van Wyk a letter from Ekurhuleni reflecting a proposed meeting on 12 October to discuss setting up a specialised unit involving crime combating, drug busts, riots, and medical emergency response, expected to have approval from Chief Mapiyeye.

“At 11.26 p.m. on the 8th of October 021 , Mr Julius Mkhwana sends to Mr Van Wyk a letter from Ekurhuleni reflecting a meeting to be held on the 12th of October ... The meeting ... is said to be a proposed meeting with Medicross ... Mr Van Wyk responds ... with a voice note ... The chief is going to be a reference to Chief Mapiyeye, whose approval is going to be necessary for what Mr Van Wyk and Mr Mkhwana are planning.”

Chief Mashaba states his jurisdiction as Gauteng province covering all Metros and Local Municipalities, not limited to the Sedibeng district where he is based.

“My jurisdiction is Gauteng. I am not like your JMPD that works within their boundary. I am not like Tshwane. I am not like Ekurhuleni. I am not like Emfuleni. I cover all the Metros and the Local Municipalities. That is my jurisdiction.”

Traffic Officer in Vereeniging was leading a drug bust operation chasing a truck from Sedibeng to Johannesburg, which is questioned as not in his job scope.

“here is a Traffic Officer in Vereeniging who is leading , because he is the leader ... conducting a drug bust . They are chasing it in Ekurhuleni , outside of Sedibeng . They are chasing it all the way to Johannesburg , outside of Sedibeng”

The document JD18(i) is the latest agreement between different municipalities, metropolitan areas, and the Gauteng Department of Community Safety dated 15 April 2025.

“the later agreement with the different municipalities, local municipalities and the three metropolitan and the Gauteng Department of Community Safety...signed by the Acting City Manager of Ekurhuleni on the 15th of April 2025”
