Mr Mnisi and Sergeant Nkosi exchanged chat messages on 26 June 2026, where Sergeant Nkosi informed Mr Mnisi of a spa booking made for MMC Morodi at Pretoria North Verozky Spa and offered to valet the car while she was busy with her massage.
“Sergeant Nkosi sends you a screenshot of a chat ... 'Appointment booked and confirmed 11 o'clock at Pretoria North Verozky Spa. Let me know when you leave home. Please bring your car so I can take it to valet while you are busy on your massage.'”
Mr Mnisi understood Sergeant Nkosi's message as just informing him of the spa booking association with MMC Morodi but had no further interest or involvement.
MR MNISI had an informal understanding with Sergeant Nkosi regarding briefing on developments raised in community service delivery meetings chaired by MMC Morodi, but 'briefing' was understood differently by counsel.
“Myself and Sergeant Nkosi have informal discussions... any service delivery issue or finance matters that are raised by the community so that I can assist in resolving them”
Sergeant Nkosi sent a receipt of a job application to General Dlamini three weeks after the City of Tshwane had already acknowledged receipt, to follow up as requested by MMC Morodi.
“She wanted me to check if indeed it was received, and maybe if I could do something in terms of checking, or what could be the problem, that maybe some of the people who applied to those vacancies were not being called. ... She wanted to make a follow-up upon whether the application had been received or not.”
Sergeant Nkosi was asked by MMC Morodi to make enquiries or follow up job applications with General Dlamini related to Tshwane Metro Police.
“Like myself, I am a police officer. When people apply for vacancy in the SAPS, they would maybe send questions or whatever reference. Because of your insight, can you check what is the progress of this application? ... I forwarded it to General Dlamini, like I was doing with other applications that are seen here in this document.”
Sergeant Nkosi stated he did not make any arrangements with the applicants regarding General Dlamini, he only got involved after MMC Morodi sent the applications to him to follow up with the General.
“They do not know the General. I know the General. I did not make any arrangement with them with regard to the General. I said, send it to me. I will see how I can help. That is when I involved the General.”
MMC Morodi sent information through Sergeant Nkosi because she thought he would be of good help even though she had direct access to the whole of Tshwane including TMPD.
“if the purpose of you sharing this information with General Dlamini was simply to get information about the status of things , then explain why MMC Morodi would want that information through you . She has access to the whole of Tshwane , including the TMPD”
Sergeant Nkosi speculates that MMC Morodi thought he might be of great help possibly due to office politics or because of his advocacy for youth development, despite her having direct access.
“I think maybe Commissioner , at that time maybe she thought that I will be of good help , even though she is within Tshwane , but this is what I thought , that maybe .”
Sergeant Nkosi says "office politics" might be a reason why MMC Morodi asked him to get information instead of directly querying Tshwane's recruitment personnel, but clarifies it's just his assumption.
“You know mos office politics is office politics . I am just assuming maybe this one has got bad blood with this one or this one . I am just saying that on the basis of my office politics . I am assuming , I am not saying it is like that .”
Sergeant Nkosi denies there is bad blood or direct office politics blocking MMC Morodi from asking the recruitment people directly and instead suggests that MMC Morodi may have taken advantage of his advocacy for youth development.
“I am not even saying that there is bad blood . It is me now thinking about that . It is not even like that . You would find Commissioner that she was not even there in the issue of office politics , the way I am putting it to the Commission . So that is just me applying my mind that it might be . But the other one is this one , that because I am always advocating for youth development , that is why maybe she took advantage of that .”
Sergeant Nkosi asserts that MMC Morodi knew he was an outsider with no official capacity in Tshwane but still asked him to get municipal information through his relationships.
“That she knew that you , an outsider , had a relationship in the municipality which allow you to get access to municipal information .”
Sergeant Nkosi explained that MMC Morodi sent him information to see what he could do about it as he is always pushing youth development, not to influence or do wrong things in Tshwane.
“It was purely asking that here are the - because I am always pushing that narrative that youth must be developed , youth must work . So , I think she sent me on those bases . Not on the basis that I must influence or I must - no , no , no , no , no .”
Sergeant Nkosi confirms it is correct that MMC Morodi sent him information to find out about the status of applications, meaning she knows he has the ability to obtain that municipal information.
“I want to say this was sent to you so that you can find out ... about the status of these applications , yes . So I say to you for MMC Morodi to send you this information so that you can get updates of the status of these applications , it must mean , it has to mean that she knows that you do have the ability to get that information from the municipality .”
Sergeant Nkosi denies that MMC Morodi was pushing him to do wrong things at Tshwane and that she supported any wrongdoing he might have done.
“I do not want it to , I do not know if I am correct , I do not want it to sound or to be seen as in MMC Morodi was pushing me to do the wrong things at Tshwane and she knew that I am doing wrong things at Tshwane and she supported my wrong things if they were wrong . My version of my statement is she sent me those things for me to see what I can do about them .”
MMC Morodi sends lists of recruitment candidates to Sergeant Nkosi expecting him to use his access to people involved in recruitment, like General Dlamini, to assist these candidates and influence the outcome of appointments.
“when MMC Morodi sends you this list, to you, she knows that you have access to people who are involved with recruitment, whether it is General Dlamini or whoever, and she expect - the are two scenarios. She expects that you will use that relationship to assist these candidates that she is given you to get a favourable response to positions.”
One scenario is that MMC Morodi uses Sergeant Nkosi's access to recruitment officials to influence appointment outcomes directly.
“That is the one possible explanation for what is happening. These second possible explanation is MMC Morodi sends this to you because she does not want a footprint that as an MMC she is getting involved with issues of recruitment and putting up names to the officials to be appointed.”
The alternative scenario is that MMC Morodi wants to hide her involvement by using Sergeant Nkosi to influence recruitment indirectly and avoid leaving a footprint of involvement.
“The alternative is, as relates to MMC Morodi, she was actually hiding a footprint of influencing these applications, and she did that through you instead of directly speaking to officials in the City.”
Sergeant Nkosi denies that he was seeking information only when forwarding the recruitment applications information from MMC Morodi to General Dlamini, asserting that the explanation offered by ADV Baloyi is false.
“The answer that you have given to Mr Chaskalson, that you received this information from MMC Morodi to find out what is happening with these applications, that you forwarded all of these batches of information, the different batches, to General Dlamini because you wanted information on progress in the applications, that is a false answer. That is false.”
Sergeant Nkosi asserts that MMC Morodi gave him recruitment information to help people in need, not to enable him to influence appointments or because she expected him to influence.
“She just gave me because of wanting to help, not merely because I wanted to influence or she knew that I could influence.”
