Captain Sebula

Lieutenant General PAJ Jacobs in a memo dated 1st November requested a report on a complaint received from a Member of Parliament, showing passing of the complaint through to the National Commissioner and issues of complicity and irregular handling by the Division Inspectorate regarding Mr Adams' complaint and referral of seven dockets to IDAC against corruption.

“‘Good morning, Major General Sebula. Ministry has received this complaint from a Member of Parliament. In order for the Ministry to respond accordingly, please furnish this office with a report in responding to this complaint and the details of the investigating officer who was assigned to investigate those cases. Your report is expected by Monday, 4th of November.’ ... The purpose of the information note is to provide a response to the allegation that one, the Division Inspectorate was complicit and irregular in the handling of these service complaints levelled by Mr Adams, and two, to reflect on a averment that the Division Inspectorate irregularly handed seven dockets to the Investigating Directorate against corruption, IDAC.”

Members of the DPCI arrived and arrested police officers involved in the drug bust, charging them with dealing and possession/use of drugs.

“Members of DPCI , amongst others , General Kadwa , Brigadier Sekgobela , Colonel Steyn , Captain Sebula , arrived at the crime scene , and they arrested the police officer who made the drug bust . That is Warrant Officer Magane , Warrant Officer Phakula , Chief Mashaba , and Tumelo . They were charged with dealing in drugs and possession of drugs / use of drugs .”

A case was opened as per Booysen on 9 August 2021 and investigated by DPCI member Captain Sebula, now Lieutenant Colonel.

“They opened a case as per Booysen 9/8/2021, and it was investigated by DPCI, a member, Captain Sebula, I believe now he is a Lieutenant Colonel”

The three complainants raised allegations against General Kadwa, Brigadier Sekgobela, Colonel Steyn, Captain Sebula, and General Khan, accusing them of defeating the ends of justice.

“the three complainants, they raised these allegations against General Kadwa, Brigadier Sekgobela, Colonel Steyn, Captain Sebula by then, and General Khan, and they opened a case of defeating the ends of justice”

The accused acted in common purpose at the crime scene, with General Khan arriving first and handing over the scene to General Kadwa, then Colonel Sebula took over.

“I understood that they acted in common purpose, because... the first person who arrived at the crime scene was General Khan, who took over the crime scene and started giving people direction... he handed over the crime scene to General Kadwa... then Captain Sebula took over”
