The affidavit discussed a complaint concerning the Political Killings Task Team (PKTT), including lavish accommodations, laundry costs amounting to between 400 and 500 thousand, and luxury vehicles bought through the Secret Service slush fund allegedly used by former Minister of Police Cele.

The document was talking mainly about a complaint about the Political Killings Task Team... how lavish was it, and there was an issue about the laundry and the costs... There was also an issue about luxury vehicles that were bought through the Slush Fund... The vehicles were bought for the PKTT, but the allegation were that the vehicles were utilized by the former Minister of Police, Minister Cele.

No clear evidence or briefing was received by ADV Johnson regarding an investigation into the unlawful taking of funds related to Minister Cele, leading to suspicion that no investigation was done or it was deliberately not disclosed.

I did not receive a briefing on this ... it is fair to surmise that nothing came out of this.

In paragraph 5, Mr Adams says: 'I suspect that some of the funds are being given to Minister Cele.' He has made sufficient allegations to trigger your section 27 powers, or in fact, (1A) powers. He says it is a suspicion. He does not say what is the basis for the suspicion.

General Sibiya expressed concern over a prolonged lack of good relations with General Nhlanhla Mkhwanzi in KZN, a situation known to Minister Cele who failed to resolve it before retirement, and that the National Commissioner also attempted unsuccessfully to intervene.

General Sibiya called me to tell me that I must come see him in his office ... He told me that he is worried that he and General Mkhwanazi are not getting along, and this has been happening for a long time, and even Minister Cele knew about it, and he did nothing to solve the problem until he went on pension. He further told me that the National Commissioner tried to solve it, but with no luck.
