With the SAPS, a person reports to a police station or community service centre, a complaint is registered and a case number is given immediately, even before investigation.

The Community Service Centre (CSC) or charge office is part of the police station where all activities start and where the SAP 13 register is kept to enter exhibits.

The process for docket flow involves assigning a serial case number at the police station, registering the case at the Community Service Centre, and then assigning it to a detective component; the Detective Commander, usually of Colonel rank, signs for the docket and assigns it to an Investigating Officer.
