Metro Police Officers

The group within the community who joined CLU police officers were not employed by the city and operated operationally, directly reporting to the Chief of Police.

“‘This group that I am talking to in this letter, CLU membership has got community leaders that are CLU members, CLU community liaising officers or unit, they are metro police officers... There was this group that joined them in doing operational work. I am talking about that group that is not employed by the city.’”

Advocate Khumalo states Metro Police officers do not fall under PSIRA jurisdiction as they are public security, not private security.

“If you are a Police Officer or a member of the Metro Police, you do not fall under PSIRA jurisdiction because you are not regarded as private security sector. You are in public security, not in private security.”

Director Malatji explains that Metro Police officers are not members of SAPS, SANDF, or State Security Agency and thus are not covered by Section 199 of the Constitution regarding security service registration.

“Metro Police officers are not members of the South African Police Service, right. Metro Police officers are not SANDF members as per Section 199, nor employees of the State Security Agency.”

There is consideration of building in-house capacity for services, potentially appointing veterinarians directly to avoid external tenders and related corruption risks.

“Is it possible that I can maybe appoint a vet for the service animals? ... So the word for me is in-house capacity, then this, all these things will disappear ... I want two legal services within my office ... I can do that ... I have already recruited two very young Metro Police Officers”
