Brigadier Bokaba

Mr Matlala was not expected to complain directly to Sergeant Nkosi because Matlala was represented by Brigadier Bokaba and General Fannie in finance matters.

“Mr Matlala in finance , he had Brigadier Bokaba , he had General Fannie , those were his people . So there was no way that he could complaint to me .”

General Fannie and Brigadier Bokaba were Mr Matlala's people inside SAPS.

Mr Matlala would speak with Brigadier Bokaba and General Fannie at SAPS head office about his contract and was advised by Brigadier Bokaba to approach Deputy National Commissioner General Sibiya.

“he will say he is coming to head office to meet with Brigadier Bokaba and to meet either with General Fannie ... when he filed his court papers that he was advised by Brigadier Bokaba that he must approach the Deputy National Commissioner, General Sibiya”

Mr Matlala visited Brigadier Bokaba and General Fannie multiple times (4 to 10) in the SAPS office regarding his contract.

“Four to five times, or like Brigadier, Commissioner Khumalo said, maybe more or less five or ten, ja ...”

Sergeant Nkosi does not know the reasons for Mr Matlala's meetings with Brigadier Bokaba and General Fannie or if these officials were obliged to deal with his contract as part of their duties.

“I would not know.”

Sergeant Nkosi infers that Brigadier Bokaba suggested Mr Matlala approach General Sibiya as Acting National Commissioner to get access to facilities.

“Brigadier Bokaba was the one who suggested that he approach General Sibiya as Acting Commissioner, Acting National Commissioner, when he wanted to get access to the facilities.”

Sergeant Nkosi believes that the relationship between Mr Cat and Brigadier Bokaba and General Fannie involves people in the offices of Brigadier Bokaba and General Fannie.

“I am saying within the office of General Fannie and the office of Brigadier Bokaba, there are people there.”
