Mr Matlala was not expected to complain directly to Sergeant Nkosi because Matlala was represented by Brigadier Bokaba and General Fannie in finance matters.
“Mr Matlala in finance , he had Brigadier Bokaba , he had General Fannie , those were his people . So there was no way that he could complaint to me .”
Mr Matlala often used his connections with police officials to get things done for him, suggesting a culture of influence or pressure.
“Mr Matlala was somebody who always wanted to flex his muscles towards the police . When he is communicating with this person , he will tell you that , no , I have got this one , he is going to do this thing for me .”
Sergeant Nkosi received payment screens related to Mr Matlala from Brigadier Glenda Bokaba and General Fannie, who are both in finance.
“He got the proof of payment from Brigadier Bokaba and General Fannie .”
Sergeant Nkosi forwarded messages concerning the internal audit and journalist inquiry about Mr Matlala's contract termination to General Shibiri due to Matlala's complaints to him.
“I think my answer still goes back to that one that I said earlier , that maybe because Mr Matlala was also complaining to General Shibiri , that is why I felt that I should send it to General Shibiri .”
