Mr O'Sullivan received a tip-off implicating a woman recruited without going through proper recruitment procedures and made a complaint to the OIGI about it.

My complaint was that she had been recruited without going through proper recruitment procedures. The informant that came to us told us that this person had been recruited to a position which other people had applied for and were competent to do, but that they had bypassed the procedures.

Mr O'Sullivan conducted background checks and established from BMW Motors that the woman was an admin clerk, not holding the required qualifications, and she was uncooperative when questioned about her qualifications.

I spoke to BMW Motors and I was able to establish what she was doing there and that comprised the report which I gave to the OIGI... It is an admin clerk... And when I asked her about her qualification, she did not want to discuss it with me.

My complaint was not a criminal complaint. It was a complaint to the OIGI that, and, by the way, it's at with other aspects of a broader complaint involving properties that were being purchased and other issues.
