The elections were around May 8, 2019, and by May 13, the results were known. President Ramaphosa announced his cabinet on May 29; hence the only person who could be referred to as back by that date is Deputy President DD Mabuza.

On the same day (29 May 2019) the person referred to as 'he is back' would only have been back in the country if it was the uncle, not DD Mabuza who was back to his official position.
