A person was colluding with one of the panel members, Ncube, to manipulate application vetting processes by submitting a late application which should have led to disqualification.

“She is colluding with one of the panel members, at least Ncube. If an application was received late by a day, it ought to have been disqualified. She is colluding with all of them. They conspired to commit corruption based on the evidence that was before me”

General Khumalo personally chose the panel and sent it for recommendation and approval, but there was concern that other Crime Intelligence Generals could have been selected for this sensitive and covert Crime Intelligence post.

“he chose that particular panel and sent it for recommendation, and it was approved. And the issue we have there ... other Crime Intelligence Generals that he could have used to sit on the panel because it is a sensitive Crime Intelligence post. It is a covert post.”

There is corruption related to the choosing and membership of the panel under investigation.

“The choosing of the panel, the panel members, that is where I saw the corruption during the investigation.”

COLONEL PADAYACHEE indicates during his investigations, if he comes across corruption linked to his work, he will investigate it, including corruption linked to the panel selection.

“During the course of whatever investigation that I am busy, working with, and I come across corruption that is linked to what I am busy with, I will investigate that.”

General Khumalo selected the panel that appointed Ms Mokwele and controlled the panel and manipulated the appointment process.

“My apologies, Commissioner. The panel was selected by General Khumalo. He selected the panel. The members on the panel, together with General Khumalo, it was very clear that they manipulated the process of appointing.”

The panel chaired by General Khumalo appointed Ms Mokwele through a manipulated appointment process and as part of a scheme to capture Crime Intelligence.

“It is that particular panel, chaired by General Khumalo, appointed by General Khumalo, chaired by General Khumalo, that appointed Ms Mokwele ... when you look at that, here is another appointee coming into Crime Intelligence ... appointed for a specific purpose ... from a capture point of view.”
