Section 27 referral affidavit from Mr Adams stated he opened dockets in Western Cape and later opened three more cases at Orlando Police Station, Gauteng.

“In his affidavit, the section 27 referral, he initially ... refers to the dockets he opened in the Western Cape, and thereafter ... few days after I opened the three cases at the Cape Town Police Station, I decided to go to Gauteng, and I went to Orlando Police Station, where I opened another three cases”

Advocate Johnson states that cases disappeared miraculously and that information came to him through his own investigators who had taken a section 27 referral affidavit from Mr Adams showing information was pushed under his door, indicating some Crime Intelligence procurement documents.

“This came to my knowledge through my own investigators who had taken the section 27 referral affidavit from Mr Adams... when he received information which he alleges was pushed under his door, which is part of the affidavit, he opened cases in the Western Cape.”

Mr Adams had previously opened the same dockets in the Western Cape, so there was no need to engage with General Patekile, the Provincial Commissioner of Western Cape, for the Western Cape dockets.

The referral to IDAC was about allegations implicating senior officers, not to take over investigations of the open dockets opened in Orlando and the Western Cape.

“the referral to IDAC was about these allegations implicating senior officers. Not for IDAC to go take over the dockets that were opened in Orlando and the Western Cape and investigate those underlying allegations in those dockets.”

There exists a section 27 referral dated 21 November signed in the Western Cape compiled by Mr Adams without IDAC involvement, which contains detailed allegations.

“Accordingly, there is a 27 dated 21 November, signed in the Western Cape, that was compiled by Mr Adams, without IDAC, which he sent and which has the detail it has”

The referral to IDAC by the Minister was about allegations implicating senior officers, not taking over dockets opened in Orlando and Western Cape.

“This is the request that gives rise to the referral to IDAC. And that was Advocate Sello's point, that the referral to IDAC was about these allegations implicating senior officers. Not for IDAC to go take over the dockets that were opened in Orlando and the Western Cape and investigate those underlying allegations in those dockets.”

Mr Chaska requests information on how Mr Carrim traveled from the North West to the Western Cape, including booking flights, and notes that if Mr Carrim can instruct others to book flights, he can also instruct others to give the names of accountants.

“I am interested to know how he travelled from the North West to the Western Cape. Did he book flights? Did he fly there? Because if he can give instructions to people to book flights to him, surely he can give instructions to people to give you the names of accountants.”

Mr. O'Sullivan received a tip-off through Forensics for Justice concerning allegations that a person is involved in facilitating drug trafficking with Nafiz Modack, involved in chop shops, money laundering for criminals, protecting certain criminals including close friend of ex-Deputy National Commissioner Vineshkumar Moonoo, and lacking security clearance due to covert criminal activities and questionable business activities.

“He is involved in facilitating drug trafficking with Nafiz Modack of the Western Cape ... involved in chop shops ... involved in money laundering for criminals ... He protects certain criminals, notably Mr Preggie Padayachee ... has no security clearance because of his covert criminal activities and questionable business activities”

FSL labs nationwide number at least four, including Gauteng, Western Cape, KZN Amanzimtoti and Gqeberha, with Amanzimtoti known to be overburdened and referring exhibits to Pretoria or Western Cape labs.

“Nationally, there should at least be four labs. Gauteng, Western Cape, KZN, Amanzimtoti and Gqeberha...when Amanzimtoti was inundated with exhibits and the workload was too much, they would then refer cases to either FS L Pretoria or also the Western Cape.”

“The order of prevalence of these crimes will differ from province to province. In the North West, illegal mining, illicit drugs, and firearm trafficking are the most prevalent. In Gauteng, illicit drugs, precious metals and diamonds, firearms and ammunition, and cash-in-transit heists are the most prevalent. In KwaZulu-Natal, illicit drugs, CIT, and non-ferrous metals crimes are the most prevalent. And in the Western Cape, with specific reference to Cape Town, illicit drugs, marine life crimes, firearms and ammunition, and gangsterism-related offences are the most prevalent.”

Main trafficking hubs in South Africa include Durban Harbour, OR Tambo International Airport, and Lebombo Port of Entry. Bulk imports mostly occur via Durban Harbour. Smuggling via OR Tambo is mainly by drug mules carrying drugs on their person or in body cavities, while bulk trafficking through shipping containers is conducted by sophisticated syndicates. Smaller harbours are used to a lesser extent.

“The main trafficking hubs in South Africa are the Durban Harbour, OR Tambo International Airport and the Lebombo Port of Entry. Bulk imports are mainly through the Durban Harbour. The smuggling via OR Tambo International Airport is primarily by way of people referred to as drug mules who would smuggle the drugs in their luggage or on their person, such as in body cavities. Bulk trafficking through shipping containers is usually undertaken by sophisticated syndicates. Commissioners, I can also just mention here that except for these harbours, the Western Cape, Cape Town Harbour, Saldanha Harbour, as well as harbours, smaller harbours towards Port Elizabeth and so forth, are all being used to a lesser extent although for these smuggling and trafficking activities.”
