General Khumalo selects panels and sends recommendations for approval to Head Office; this is the normal and usual process without indication of capture or irregularity.

Mr Mogotsi admits to sending a Signal message to Mr Matlala on 30 January which involved coordination about General Khumalo and General Mkhwanazi matters with Deputy National Commissioner Sibiya and Chief of Staff Nkabinde, indicating targeting of General Khumalo.

On 12 May 2025 Brigadier Ramangwatha told the witness that Deputy National Commissioner Lieutenant General Sibiya wants to see them and showed a letter from DPP Gauteng Local regarding the case status.
“On 12 May 2025, I was told by Brigadier Ramangwatha that the Deputy National Commissioner, Lieutenant General Sibiya, wants to see me. I met with General Sibiya. He told me that he is in possession of the email that was written by Major General Motsepe seeking legal opinion regarding my post promotion... Lieutenant General Sibiya further showed me a letter from DPP Gauteng Local, which was attached to the email and asked what is happening with that case.”
