The 'guy' referred to in the message 'We are managing this guy' is Mbungulu, identified as Mpho Lekukela, a former official at the City of Tshwane.

Deputy Chief Dhlamini confirms he has never met Sergeant Nkosi in the presence of Mr Mpho Lekukela.
