There was ongoing pressure applied by Mr Sayed to secure procurement orders for masks through General Khan's facilitation and contacts within the government, including Treasury and SAPS officials.

I surmise that this PDF document was shared with Mr Khan by somebody else in Treasury, and I believe it is Molefe Fani ... So he says: "This oui is on top of his game."
